طراحی الگوی راهبردی ساختار کلان توسعه پایدار؛ مطالعه موردی منطقه ویژه اقتصادی انرژی پارس

مشکلات ساختاری یکی از دلایل اصلی عقب‌ماندگی کشور در توسعه و تولید نفت و گاز از میدان مشترک پارس جنوبی است. هدف این مقاله، ارائه الگو راهبردی (مفهومی) ساختار کلان توسعه پایدار منطقه ویژه اقتصادی انرژی پارس در راستای کمک به حل مشکلات ساختاری است. در مرحله اول پیشینه و ادبیات نظری موضوع مورد بررسی قرار گرفت، در مرحله دوم به عنوان مطالعات تطبیقی، مطالعه ساختار سازمانی روی 15 شرکت نفت و گاز بین‌المللی صورت گرفت و پس از آن با روش مصاحبه کیفی پرسشنامه‌ای میان 60 نفر از مدیران و کارشناسان ارشد مرتبط با فعالیت‌های نفتی منطقه توزیع شد. در فرآیند پژوهش، الگوی حاصل از مطالعات نظری و تطبیقی، با برخی اصلاحات ضروری با نیازها و الزامات توسعه پایدار نفت و گاز منطقه، بومی و نهایی شد. الگو راهبردی (مفهومی) ساختارکلان بدست آمده، با رویکرد سیستمی مبتنی بر زنجیره ارزش نفت و گاز منطقه، شامل فرآیندهای اصلی، پشتیبانی، مدیریتی و همچنین سه لایه ساختاری راهبردی، پشتیبانی، اصلی و همچنین مولفه‌ها و ارتباطات آن‏ها است. وظایف کلی دستگاه های ملی و فرابخشی مرتبط با توسعه پایدار نفت و گاز منطقه در الگو، بررسی، تعیین و جانمایی شد. به به‏گونه ای که براساس یافته های پژوهش و نظریات خبرگان الگوی حاصله ضمن ایجاد یکپارچگی در زنجیره ارزش نفت و گاز و همچنین انسجام فراآیندی و سازمانی با رفع کاستی‌های ساختار کنونی، می تواند زمینه ساختاری و مدیریتی لازم را برای تحول و توسعه پایدار نفت و گاز و منطقه فراهم کند و سطح بالایی از هماهنگی، هم‌افزایی و بهره‌وری را برای تحقق اهداف و منافع ملی در توسعه و تولید رقابتی نفت، گاز و هلیوم از میدان مشترک پارس جنوبی امکان‏ پذیر سازد.

structural problems are one of the main reasons behind the country's backwardness in the development and production of oil and gas from the common south pars field. the purpose of this article is to present the strategic (conceptual) model of the macro structure of the sustainable development of pars energy special economic zone in order to help solve structural problems. at first, the background and theoretical literature of the subject were reviewed, second, as a comparative study, the organizational structure study was conducted on 15 international oil and gas companies, and after that, a survey was distributed among 60 managers and experts related to the oil activities of the region. in the research process, the model obtained from the theoretical and comparative studies, with some necessary modifications, was localized and finalized with the needs and requirements of the sustainable development of oil and gas in the region. the strategic (conceptual) model of the macro structure obtained, with a systemic approach based on the oil and gas value chain of the region, includes the main, support, and management processes, as well as three structural layers: strategic, support, and main, as well as their components and connections. the strategic (conceptual) model of the macro structure obtained, with a systemic approach based on the oil and gas value chain of the region, includes the main, support, and management processes, as well as three structural layers: strategic, support, and main, as well as their components and connections.
