تحلیل جایگاه انرژی در برنامه‌های توسعه از دیدگاه راهبرد نوآوری و توسعه پایدار

دستیابی به اقتصاد پایدار نیازمند دستیابی به منابع پاک، قابل‌اعتماد، مقرون‌به‌صرفه و کافی انرژی است. این امر بدون نوآوری و بهبودهای مستمر ممکن نیست. لذا هدف پژوهش تحلیل محتوای اسناد قوانین برنامه توسعه کشور ایران از منظر توسعه پایدار و راهبرد نوآوری در صنعت انرژی انجام شده است. این پژوهش از روش کیفی بهره برده است. پژوهش از نظر هدف، کاربردی و از حیث ماهیت توصیفی - تحلیلی محسوب می‌شود. لذا از تحلیل محتوای کمّی رابطه‌ای با تحلیل همجواری استفاده شده است. به‌منظور انجام فرایند کدگذاری از نرم‌افزار مکس‌کیودی‌ای نسخه 20 استفاده شده است. جامعه پژوهش، اسناد قوانین برنامه توسعه کشور ایران بودند. پژوهش حاضر تمام جامعه را مورد مطالعه قرار داده است. ازاین‌رو نیازمند نمونه‌گیری نبوده است. مطابق یافته‌ها، نگارش و تدوین برنامه‌های توسعه در ایران عمدتاً حول محور رشد اقتصادی بوده است. در برنامه‌های توسعه ایران مفاهیم فراگیری اجتماعی و حفظ محیط‌زیست مغفول مانده است. برنامه‌های توسعه ایران توجه معناداری به انرژی‌های فسیلی در مقابل انرژی‌های تجدیدپذیر داشته‌اند. این امر علاوه بر مخاطرات محیط‌زیستی می‌تواند تهدیدی جدی برای امنیت انرژی در ایران باشد. تاکید بر نوآوری فناورانه می‌تواند سبب غفلت از منافع نوآوری‌های غیرفناورانه شود.

iranian development programs analysis in energy from the perspective of sustainable development and innovation strategy

the aim’s research is to analyze the content of the documents of the development plan of iran from the perspective of sustainable development and innovation strategy in the energy industry. because having a sustainable economy requires access to clean, reliable, affordable and sufficient sources of energy is impossible without innovation and continuous improvements. the research used the qualitative method and is applied one in terms of purpose and descriptive-analytical in terms of nature. therefore, quantitative content analysis has been used in relation to neighborhood analysis. in order to perform the coding process, maxqd software version 20 used. the research community was the documents of iran's development program laws. the current research has studied the whole society. sampling did not required. according to the findings, writing and compiling development plans in iran has been mainly centered around economic growth. in iran's development plans, the concepts of social inclusiveness and environmental protection have low attention. iran's development plans have paid significant attention to fossil energy versus renewable energy. environmental hazards can be a serious threat to energy security. emphasis on technological innovation might cause neglect of the benefits of non-technological innovations.
