قابلیت‌های حکمرانی سازمان‌های دولتی با تحلیل نگرش خبرگان

حکمرانی توانایی اداره جامعه از طریق تعامل اثربخش با بخش‌های دیگر است. برای اینکه بخش حکمرانی یک سازمان دولتی بتواند نقش‌های خود را در این زمینه به خوبی ایفا کند، نیازمند قابلیت‌هایی برای انجام امور کاری خود است و باید بتواند این قابلیت‌ها را در سازمان نهادینه کند. لذا هدف این پژوهش شناسایی قابلیت‌های مورد نیاز حکمرانی و دسته‌بندی آنها می‌باشد. در این راستا از مطالعات کتابخانه‌ای و مصاحبه با خبرگان جهت گردآوری داده‌ها بهره گرفته شد و در ادامه با روش تحلیل محتوای کیفی قابلیت‌های کلیدی برای حکمرانی اثربخش در سه مقوله اخلاق حکمرانی، عقلانیت حکمرانی و رفتار ماهرانه حکمرانی احصاء شدند. هر یک از این مقوله‌ها، دارای چهار مولفه می‌باشد که در نهایت برای هر یک از این مولفه‌ها، قابلیت‌های مورد نیاز شناسایی شده‌اند. در ادامه تلاش شد که با برگزاری یک پنل خبرگی، قابلیت‌های شناسایی شده مورد بررسی قرار گیرند و نهایتا در این پنل، قابلیت‌های استخراج شده تایید شدند. در این پژوهش در مجموع 59 قابلیت برای حکمرانی مطلوب معرفی شده‌اند. نتایج این مطالعه علاوه بر اینکه بینش مناسبی به مبانی نظری قابلیت‌های حکمرانی اضافه نموده است، راهکارهای سیاستی مناسبی نیز برای خط‌ مشی‌گذاران و مدیران به منظور توسعه قابلیت‌های حکمرانی در سازمان پیشنهاد داده است.

governance capabilities of government organizations by analyzing experts’ attitudes

governance is generally considered as the ability to manage a society through effective interaction with other sectors. in order for the governance sector of a public organization to effectively play its roles, it needs capabilities to carry out its operational tasks and should be able to institutionalize these capabilities within the organization. therefore, the aim of this research is to identify the required capabilities for governance and categorize them. in this regard, library studies and interviews with experts were used to collect data, and then key capabilities for effective governance in the three areas of ethical governance, rational governance, and skilled governance were identified through qualitative content analysis. each of these areas consists of four components, and ultimately the required capabilities for each of these components were identified. subsequently, an expert panel was held to review the identified capabilities, and ultimately, in this panel, the extracted capabilities were confirmed. in total, 59 capabilities for desirable governance have been introduced in this research. the results of this study not only contribute to the literature on governance capabilities but also provide appropriate policy solutions for policymakers and managers to enhance governance capabilities within the organization.
