بهبود ساختار و فرآیندهای مدیریت و برنامه‌ریزی راهبردی مهارت‌ها و شایستگی‌ها در نظام آموزش فنی، حرفه‌ای و مهارتی

امروزه برنامه‌های یادگیری با هدف تدارک فرصت‌های تربیتی برای کارآموزان جهت کسب شایستگی‌های درک و اصلاح موقعیت حرفه‌ای ، مورد توجه جدی است. این پژوهش با هدف بهبود ساختار و فرایندهای مدیریت و برنامه‌ریزی راهبردی مهارت‌ها و شایستگی‌ها برای آینده صورت گرفته است. روش پژوهش از نوع نظریه‌پردازی داده ‌بنیاد است و جامعۀ آن: ذی‌نفعان آموزش فنی و حرفه‌ای، مربیان، هنرآموزان، مدیران و صاحبان صنایع است. با توجه به مبانی نظری و پیشینه تحقیق و با استفاده از نرم‌افزار اطلس، مصاحبه‌ها و  منابع بخش آموزش فنی و حرفه‌ای کدگذاری شده، گزاره‌ها و مقولات اصلی مشخص شدند. روایی ابزار و پایایی مصاحبه‌ها از روش توافق درون موضوعی است. لذا در گزاره «مهارت» سه راهبرد: کیفیت مهارت آموخته، بهره‌وری و انعطاف پذیری؛ در گزاره «دانش» دو راهبرد: ایجاد چارچوب و متولی ملی صلاحیت حرفه‌ای  منطبق با استانداردهای جهانی؛ در گزاره «ارزش‌ها» سه راهبرد  ایجاد سازوکارهای اصلاح فرهنگ، ایجاد سازوکار‌های اشتغال و استقلال سازمان نظام آموزش فنی و حرفه‌ای در کنار آموزش عمومی، متوسطه و عالی؛ پیشنهاد شد.

Improving the structure and processes of strategic management and planning in the country’s technical, vocational and skill education system

Today, learning programs with the aim of providing educational opportunities for trainees to acquire the competencies to understand and improve their professional status are seriously considered.This research aimed at improving the structure and processes of management and strategic planning of skills and competencies. The research method based on the grounded theory of data processing and its society: stakeholders of technical and vocational education, educators, students, managers and industry owners. Based on the theoretical foundations and literature review of the research and using the Atlas software, the interviews and resources of the coded technical and vocational education subsystem, the main statements and categories identified. The validity of the tools and the reliability of the interviews are inherent in the method of agreement. Finally, the following strategies suggested: three for skill as quality of learned skills, productivity and flexibility; two for Knowledge strategies: to create a national framework and trustee of professional competence in accordance with international standards; three Values strategies for creating cultural reform mechanisms, creating employment and independence mechanisms for the organization of the system of technical and vocational education along with general, secondary and higher education.
