راهکارهای تحقق عدالت اقتصادی حقوق شهروندی در تولید از دیدگاه قرآن

حقوق شهروندی ازجمله حقوق نوظهور و مختص روزگار معاصر است، درنتیجه سازوکارهای خاص خود را می‌طلبد. عدالت اقتصادی، محتوای اصلی حقوق شهروندی و زمینه‌ساز تحدید قدرت حاکمیت است. حکومت‌های اقتدارگرا، اولویت را به برقراری نظم می‌دهند، درحالی‌که حکومت‌های دموکراتیک، اولویت را به عدالت اقتصادی تخصیص می‌دهند. از دیدگاه قرآن کریم، شهروندان در امور اقتصادی حقوقی دارند که دولت موظف به رعایت آن حقوق است. این حقوق بسیار متنوع‌اند؛ یکی از وظایف دولت‌ها حمایت از تولید و فراهم آوردن زمینه‌های تولید است. شهروندان در حوزه تولید حقوقی دارند که برای تحقق عدالت اقتصادی آنان راهکارهایی ارائه می‌شود. برخی از راهکارها عام است، مانند تعاون عمومی، قانون‌گذاری عادلانه و نظام اجرایی عادلانه؛ و برخی از راهکارها خاص هستند، از مهمترین راهکارهای خاص: کار و اشتغال، شایسته‌سالاری، پیشگیری از انحصار در تولید، تصحیح قیمت و دستمزدها و پیشگیری از درآمدهای نامشروع است. این مقاله درصدد است تا راهکارهای حقوق شهروندی تولید در قرآن را موردبررسی قرار دهد.

The Solutions for Achieving Economic Justice in Civil Rights from the Perspective of the Quran

Civil rights are among the newemerging and specific rights of contemporary times. So they require their own mechanisms. Economic justice is the main content of civil rights and the basis for limiting the power of sovereignty. Authoritarian governments prioritize the establishment of order, while democratic governments prioritize economic justice. According to the Holy Quran, citizens have rights in economic affairs that the government is obliged to respect. These rights are very diverse; one of the duties of governments is to support production and to provide opportunities for production. Citizens have rights in the field of production, which provide solutions for their economic justice. Some solutions are common, such as public cooperation, fair legislation, and a fair executive system; and some solutions are specific; one of the most important specific solutions is work and employment, meritocracy, prevention of monopoly in production, correction of prices and wages and prevention of illicit income.
