موانع و چالش‌های سیاستگذاری بر مبنای عدالت جنسیتی

طرح مفهوم عدالت جنسیتی همواره مناقشاتی به همراه داشته است. در حال حاضر با ورود این مفهوم به برنامۀ ششم توسعه، می‌ بایست سیاستگذاری‌ها در تحقق آن به‌طور جدی پیگیری و دنبال شود. هدف پژوهش حاضر، مطالعۀ مانع‌ها و چالش‌ های سیاستگذاری بر مبنای عدالت جنسیتی از نگاه صاحب ‌نظران است. به این منظور برای گردآوری اطلاعات (با توجه به اصول نمونه‌گیری هدفمند و تدریجی) با 9 نفر از صاحب‌نظران و پژوهشگران حوزۀ زنان و سیاستگذاری، مصاحبه (نیمه‌ساختاریافته) شده و با استفاده از نظام کدگذاری نظریۀ زمینه‌ ای، داده ‌ها در پاسخ به پرسش ‌های اصلی پژوهش دسته ‌بندی شده است. براساس یافته‌ های پژوهش حاضر کلیدی‌ترین چالش‌ های سیاستگذاری بر مبنای عدالت جنسیتی شامل عدم وفاق دربارۀ تعریف عدالت جنسیتی، سیاست ‌زدگی، ضعف در برنامه‌نویسی و ضعف داده و آمار است و از مهم ترین لوازم سیاستگذاری بر مبنای عدالت جنسیتی، مصداق‌ یابی و ارائۀ تعریف برای عدالت جنسیتی می‌باشد. با توجه به لزوم عاملیت نیمی از جامعه یعنی زنان در توسعۀ پایدار، تعیین شاخص‌ های عدالت جنسیتی و تبیین معیارهایی که برای تحقق عدالت جنسیتی باید در سیاستگذاری‌ های عمومی مد نظر قرار گیرد ضروری است.

Obstacles and Challenges of Policy-making based on Gender Equity

Gender equity is a controversial social issue and now with its incorporation into the Sixth Development Plan, policymaking for gender equity is essential. To this end, allocation of more resources and opportunities and implementation of affirmative action policies to achieve gender equity are not sufficient. Womenchr('39')s empowerment in various fields, and not just the economy and employment, is essential to sustainable development. Therefore, considering the need for agency of women in sustainable development, it is necessary to determine the indicators of gender equity and to explain the criteria in public policy to achieve gender equity in the society. The purpose of this qualitative research is to study the obstacles and challenges of policymaking based on gender equity from the perspective of experts. To this end, we collected information through semistructured interviews with nine experts and researchers in the field of women studies and policymaking. Using qualitative content analysis technique, we categorized the data to answer the main questions of research. According to the findings of this study, the most important challenges of policymaking based on gender equity are: disagreement in defining gender equity, politicization and weakness programming, and the lack of data and statistics. The first step in policymaking based on gender equity is to identify of instance and provide a definition for gender equity.
