پیشگیری از فساد و تاثیر ان بر سلامت اداری در ایران

موضوع این مقاله پیشگیری از فساد و تاثیر آن بر سلامت اداری در ایران است. سئوال اصلی پژوهش این است که  استلزامات پیشگیری از فساد اداری در ایران کدامند و چه تاثیری بر سلامت اداری دارد؟ فرضیه پژوهش این است که جلوگیری از فساد اداری در ایران نیازمند تعریف فساد، اندازه گیری آن و رویکردهایی همچون بهره گیری از سازمان‌های مردم نهاد، اطلاع رسانی و آموزش همگانی و آیین دادرسی افتراقی است و از این طریق سلامت اداری را در جهت نزدیک کردن به میانگین جهانی در این زمینه سوق می دهد. نتایج تحقیق نشان می دهد برای حذف یا کاهش فساد در نظام اداری و سطح جامعه، نیازمند برنامه هایی اساسی و همه جانبه می‌باشد و با بکارگیری روش های پیشگیرانه فردمدار، پیشگیری محیطی، و موقعیت مدار و همچنین با تاثیر بر فرهنگ عمومی جامعه و ابعاد آن همچون فرهنگ سازمانی به عنوان پدیده‌ای که به طور مستقیم از فرهنگ جامعه تاثیر می‌پذیرد، نیاز است. قانون ارتقای سلامت نظام اداری و مقابله با فساد، در راستای اتخاذ شیوه نظارت غیرقضایی، ساز و کار نوینی را در امر پیشگیری و مقابله با فساد ارائه داده و اجرایی نموده است. در واقع برای کاهش و حذف این معضل اجتماعی، به جای رویه های تنبیهی و مقابله پس از وقوع، باید پیشگیری از بروز فساد اداری هدف قرار گیرد. روش تحقیق در این مقاله کیفی از نوع توصیفی تحلیلی است و داده ها به شیوه کتابخانه ای جمع آوری می شود.

the topic of this article is the prevention of corruption and its impact on administrative health in iran. the main question of the research is what are the requirements for preventing administrative corruption in iran and what effect does it have on administrative health? the hypothesis of the research is that the prevention of administrative corruption in iran requires the definition of corruption, its measurement, and approaches such as the use of non-governmental organizations, public information and education, and differential procedures, and in this way, administrative health in order to bring it closer to it leads the world average in this field. the research results show that in order to eliminate or reduce corruption in the administrative system and at the community level, basic and all-round programs are needed, and by using individual-oriented preventive methods, environmental prevention, and situation-oriented methods, as well as by influencing the general culture of the society and its dimensions. like organizational culture, it is needed as a phenomenon that is directly affected by society’s culture. the law on improving the health of the administrative system and combating corruption, in line with the adoption of non-judicial supervision, has presented and implemented a new mechanism in the prevention and combating of corruption. in fact, in order to reduce and eliminate this social problem, instead of punitive procedures and confrontation after the occurrence, the prevention of administrative corruption should be targeted. the research method in this article is descriptive-analytical qualitative and the data is collected in a library manner.
