دیپلماسی انرژی جمهوری اسلامی ایران در آسیا ی مرکزی

دیپلماسی انرژی به عنوان یکی از شاخه‌های دیپلماسی اقتصادی، اهمیت بسزایی در مدیریت انتقال منابع انرژی دارد، یعنی کشورها با آگاهی از سیاست‌های انرژی همدیگر می‌توانند با اتخاذ سیاست و دیپلماسی مناسب، با یکدیگر همکاری کنند. سئوال اصلی پژوهش حاضر این است: چگونه دیپلماسی انرژی جمهوری اسلامی ایران می‏تواند بر ظرفیت ارتقای همکاری در آسیای مرکزی تاثیرگذار باشد؟ فرضیه‏ای که به دنبال این سئوال مطرح می‏شود: با به کارگیری هدفمند و سنجیده‏ دیپلماسی انرژی، ایران می‌تواند به همکاری و همگرایی منطقه‌ای و جهانی دست بزند و از این طریق باعث افزایش جذب سرمایه‌گذاری خارجی در صنعت انرژی شده و علاوه بر آن، با کاهش تهدیدات حوزه‏ی تولید و افزایش سطح تولید و در نتیجه افزایش صادرات انرژی، به امنیت انرژی پایدار در بستر منطقه‌ای دست پیدا کند. نتایج تحقیق نشان می‏دهد که تحریم‌های بین‏المللی علیه ایران و انزوای این کشور توسط آمریکا  در پیمان‏ها و قراردادهای منطقه‌ای، به ویژه در حوزه‏ی انرژی، می‏تواند آثار منفی در روابط این کشور با آسیای مرکزی و نیز قدرت‏های منطقه‌ای و بانفوذ (چین، روسیه، ترکیه) داشته باشد. پژوهش حاضر، روش توصیفی تحلیلی را به عنوان روش تحقیق خود برگزیده و داده‏ها و اطلاعات را به روش کتابخانه‏ای و به طریق فیش‏برداری جمع‏آوری کرده است.

energy diplomacy, as one of the branches of economic diplomacy, is very important in managing the transfer of energy resources, that is, countries knowing each other’s energy policies can cooperate with each other by adopting appropriate policies and diplomacy. the main question of the current research is: how can the energy diplomacy of the islamic republic of iran affect the capacity to promote cooperation in central asia? the hypothesis that is raised following this question: with the purposeful and deliberate use of energy diplomacy, iran can achieve regional and global cooperation and convergence, thereby increasing the attraction of foreign investment in the energy industry, and in addition to it achieves sustainable energy security in the regional context by reducing the threats in the production area and increasing the production level and as a result increasing the energy export. the results of the research show that the international sanctions against iran and the isolation of this country by the united states in regional treaties and agreements, especially in the field of energy, can have negative effects on the relations of this country with central asia as well as the power have regional and influential (china, russia, turkey). the current research has chosen the descriptive-analytical method as its research method and collected data and information through the library method and through the sampling method.
