بررسی تطبیقی جایگاه استراتژیک دریای مازندران در معادلات جنگ جهانی دوم و ائتلاف ایران و روسیه پس از انقلاب اسلامی

مقاله‌ حاضر به بررسی جایگاه استراتژیک دریای مازندران و تاثیر آن بر روابط بین ایران و روسیه از خلال دو دوره‌ی تاریخی مهم می‌پردازد: 1) جنگ جهانی دوم تا پیروزی انقلاب اسلامی؛ 2) از انقلاب اسلامی تا به امروز. سئوال اصلی مقاله بدین قرار است: جایگاه دریای مازندران و به ویژه موقعیت استراتژیک و ژئوپلیتیک آن چرا و چگونه در شکل‌گیری روابط بین ایران و روسیه سهم عمده‌ای ایفا کرده است؟ فرضیه‌ای که بر این مبنا می‌توان مطرح کرد: علاوه بر اشتراک منافع عینی در حوزه‌ پیرامونیِ دریای مازندران مانند منابع نفت و گاز و حفظ امنیت و استحکام روابط با سه کشور دیگر حوزه‌ خزر، مولفه‌های ایدئولوژیک و از جمله به چالش کشیدن قدرت و هژمونی آمریکا در شکل‌گیری روابط مزبور پس از انقلاب اسلامی ایران، اهمیت خاصی می‌یابد. نتایج تحقیق نشان می‌دهد که همیشه یک تعریف متصلب از حوزه‌ پیرامونیِ دریای مازندران و شکل‌گیری منافع بر اساس همان تعریف وجود نداشته است؛ بالعکس، روابط پر فراز و نشیب ایران و روسیه، به ویژه در حوزه‌ خزر، بر مبنای درک همجواری استراتژیک از یک سو و بازتعریف منافع مزبور از سوی دیگر همراه بوده است. روش تحقیقی در این مقاله، جمع‌آوری منابع و اسناد به شیوه‌ کتابخانه‌ای و تجزیه و تحلیل داده‌هاست.

a comparative study of the strategic position of the caspian sea in the equations of world war ii and the iran-russia coalition after the islamic revolution

the present article examines the strategic position of the caspian sea and its impact on relations between iran and russia through two important historical periods: 1) world war ii until the victory of the islamic revolution; 2) from the islamic revolution until today. the main question of the article is: the position of the caspian sea and especially its strategic and geopolitical position, why and how it has played a major role in shaping relations between iran and russia? the hypothesis can be based on this: in addition to sharing objective interests in the caspian sea, such as oil and gas resources and maintaining security and strong relations with the other three caspian states, ideological components, including challenging us power and hegemony in the formation of these relations became especially important after the islamic revolution of iran. the results of the research show that there has not always been a rigid definition of the caspian sea periphery and the formation of interests based on the same definition; on the contrary, the tumultuous relations between iran and russia, especially in the caspian basin, have been based on the understanding of strategic proximity on the one hand and the redefinition of these interests on the other. the research method in this article is to collect sources and documents in a library method and analyze the data.
