کاربست اصول حکمرانی خوب در گذر از چالش‌های مبارزه با فساد اداری در ایران

هدف مقاله حاضر، بررسی کاربست اصول حکمرانی در گذر از چالش‌های مبارزه با فساد اداری در ایران است. استفادۀ غیرقانونی از جایگاه، امکانات و منابع دولتی و عمومی برای کسب مزایا و منافع برای خود یا دیگری، به طور مستقیم یا غیرمستقیم فساد اداری نامیده می‌شود. مبارزه با فساد اداری در زمره اولویت های سیاستگذاری حاکمیت در ایران قرار دارد. در چارچوب برنامه های پنجم و ششم توسعه کشور و به ویژه در دولت یازدهم و دوازدهم با بهره‌گیری بیش از پیش از فناوری اطلاعات، پیاده‌سازی دولت الکترونیک و گسترش پهنای باند دسترسی به شبکه اینترنت در کشور، دولت کوشید تا با افزایش شفافیت و پاسخگویی در دستگاه اداری، میزان فساد کاهش یابد. با این وجود، چالش‌های اساسی بر سر راه مبارزه با فساد اداری همچنان پابرجا است. بر همین اساس، سوال اصلی این تحقیق این است که، چالش‌های مبارزه با فساد اداری در ایران کدامند و آیا نظریه حکمرانی خوب می تواند به عنوان یک الگو برای گذر از چالش‌های فساد اداری مورد استفاده قرار گیرد؟ فرضیه اصلی مقاله این است که، چالش‌های مبارزه با فساد اداری در ایران را می‎توان در چهار حوزه تقنینی، اجرائی و قضایی شناسایی کرد و که در این خصوص با کاربست اصول حکمرانی خوب به عنوان یک الگوی کارامد می توان با ارتقاء و بهبود مولفه‌هایی چون پاسخگویی، شفافیت، حاکمیت قانون، مشارکت‌جویی، مسوولیت‌پذیری و ... به سلامت هر چه بیشتر نظام اداری دست یافت و پیوندهای حکومت و ملت را غنا بخشید.

the purpose of this article is to examine the application of governance principles in overcoming the challenges of fighting corruption in iran. illegal use of government or public position, facilities and resources to gain benefits for oneself or another, directly or indirectly, is called corruption. fighting corruption is one of the governing policy priorities in iran. in the framework of the fifth and sixth development plans of the country, and especially in the eleventh and twelfth governments, by using more information technology, implementing e-government and expanding the bandwidth of internet access in the country, the government tried to increase transparency and accountability. reduce corruption in the bureaucracy. nevertheless, fundamental challenges to the fight against corruption remain. accordingly, the main question of this study is, what are the challenges of fighting corruption in iran and can the theory of good governance be used as a model to overcome the challenges of corruption? the main hypothesis of the article is that the challenges of fighting corruption in iran can be identified in four areas: legislative, executive and judicial, and in this regard, by applying the principles of good governance as an effective model can be promoted and improved. components such as accountability, transparency, rule of law, participation,accountability,etc.achieved the health of the administrative system as much as possible and enriched the ties between the government and the nation.
