مواضع اصلاحی و انتقادی جمهوری اسلامی ایران به ساختارهای سازمان‌های بین‌المللی از دیدگاه آیت‌الله خامنه‌ای

پژوهش حاضر به بررسی مواضع اصلاحی و انتقادی ج.ا. ایران و از جمله بررسی آراء آیت الله خامنه ای می پردازد. این سوال مطرح است که از نظر آیت الله خامنه ای، راهکارهای اساسی برای اصلاح ساختارهای نهادهای بین المللی از جمله شورای امنیت سازمان ملل متحد کدام هستند؟ فرضیه این است: اندیشه آیت الله خامنه ای در بُعد سلبی، بر مبنای آشکار ساختن دخالت اعضای شورای امنیت در جنگ طلبی، نقض صلح و عدالت بین المللی و در بُعد ایجابی شامل دادن حق رای وتو به کشورهای اسلامی و تقویت نهادهای حقوق بشری بر مبنای آموزه های غیرغربی است. دستاورد پژوهش نشان می دهد که اصلاح ساختار سازمان های بین المللی نیازمند بازگشت به منطق دورنی این سازمان ها، اهداف و مواضع اولیه بنیانگذاران آن از جمله طرح شعار صلح و امنیت بین المللی است. تلاش برای گسترش چتر شعار صلح و امنیت بین المللی جهت مشارکت همه کشورهای جهان و خلع کامل سلاح های اتمی، تلاش برای ورود کشورهای مستقل و اثرگذار بین المللی در میان اعضای دائم شورای امنیت می تواند منجر به تکثرگرایی در عرصه اداره نهادهای بین المللی شود. دیدگاه ایشان می تواند مبنایی برای طرح داشتن حق رای وتو از میان کشورهای اسلامی، طرح حقوق بشر اسلامی در نهادهای بین المللی و لزوم دخالت دادن ملت های مستقل و آزاد در تصمیم گیری های کلان بین المللی قلمداد شود. روش پژوهش حاضر تحلیل محتوای دیدگاه های آیت الله خامنه ای و بهره گیری از چارچوب نظری انتقادی است.

Reformist and Critical Positions of the Islamic Republic of Iran on the Structures of International Organizations from the Viewpoint of Ayatollah Khamenei

The present study examines the corrective and critical positions of J.A. Iran, including examining the views of Ayatollah Khamenei. The question is, in Ayatollah Khamenei’s view, what are the basic strategies for reforming the structures of international institutions, including the UN Security Council? The hypothesis is: Ayatollah Khamenei’s thought in a negative dimension, based on exposing the involvement of members of the Security Council in belligerence, violation of international peace and justice, and in a positive dimension, including giving veto power to Islamic countries and strengthening legal institutions Humanity is based on non-Western teachings. The results of the research show that reforming the structure of international organizations requires a return to the internal logic of these organizations, the initial goals and positions of its founders, including the design of the slogan of international peace and security. Efforts to spread the slogan of international peace and security for the participation of all countries of the world and complete disarmament of nuclear weapons, efforts to bring independent and effective international countries among the permanent members of the Security Council can lead to pluralism in the field of governance Be international. His view can be considered as a basis for proposing veto power among Islamic countries, Islamic human rights in international institutions and the need for independent and free nations to intervene in major international decisions. The method of the present study is to analyze the content of Ayatollah Khamenei’s views and to use a critical theoretical framework.
