سیاستگذاری دولت در حوزه تامین اجتماعی در ایران پس از انقلاب براساس مدل جزئیتدریجی

موضوع این مقاله بررسی چالش‌های سیاست‌های دولت در حوزه تامین اجتماعی در ایران پس از انقلاب است. سئوال اصلی تحقیق این است که سیاستگذاری دولت‌ در ایران در طول چهار دهه پس از انقلاب چگونه بوده و چه چالش‌ها و موانعی را پیش روی خود داشته است؟ فرضیه اصلی این پژوهش آن است که رویکرد دولت‌های ایران پس از انقلاب در حوزه تامین اجتماعی به شکل جزئی و تدریجی و مبتنی بر تغییرات حداقلی بوده و با چالش هایی همچون فقدان نگرش سیستمی و جامع‌نگر، عقلانیت محدود در تصمیم‌سازی و همچنین گذشته‌گرایی، پرهیز از تغییرات بنیادین و وفاداری به تغییرات جزیی و تدریجی روبرو بوده است. نتایج تحقیق نشان می‌دهد که دولت‌ها به واسطه مشکلاتی همچون نقص اطلاعات، نقص قدرت تحلیل یا ترس از تغییرات رادیکال و محافظه کار بودن در حوزه تامین اجتماعی و بیمه در ایران دست به تغییرات بنیادین نزده اند و دولت‌های جدید هم صرفاً لایه ای ناچیز از تغییرات را اضافه کرده اند که تغییر بنیادین را در برنمی گیرد. با توجه به ماهیت تحلیلی پژوهش حاضر، گردآوری مطلب در این پژوهش به شکل کتابخانه ای در منابع فارسی و لاتین و نیز مطالعه اسنادی حوزه مذکور در قوانین اساسی کشور بوده است.

Government policy in the field of social security in Iran after the revolution based on a partialgradual model

As scholars believe, political science in a sense is the study of public policy or policymaking, which includes describing the content of public policy by analyzing the impact of political, economic and social forces on its content. Given this advantage of examining the policy approach, this study aims to answer the question of which macromodel in the field of public policy in the field of welfare and public policy in Iran during the four decades after the revolution has followed.Through the analysis of the government’s social security policy strategy in Iran, this study opens a new window to examine and scrutinize the failures of the welfare and social security system in Iran and a step towards better explanation of macro policies and a better understanding of the failures of welfare and social security policies in Iran. Iran picks up. The main hypothesis of this research is that the partialgradual approach is the macro model of policy in the field of social security in which stepbystep and gradual changes are on the agenda.
