ضعف اجماع نخبگان و پیامدهای آن برچرخه سیاست گذاری توسعه در ایران (برنامه‌های اول،دوم و سوم توسعه ج.ا. ایران)

اصولاً موفقیت امر سیاست گذاری منوط به موفقیت در مراحل پنجگانه چرخه سیاست گذاری عمومی می‌باشد. با توجه به اهمیت مقوله برنامه ریزی توسعه این مقاله بدنبال بررسی ضعف اجماع نخبگان سیاسی در فرایند چرخه سیاست گذاری برنامه‌های توسعه بوده است.به عبارت دیگر به دنبال پاسخ به این سئوال بودیم که ضعف اجماع نخبگان در سطح حاکمیت چگونه بر سیاست گذاری برنامه‌های توسعه اول، دوم و سوم در جمهوری اسلامی ایران اثر گذاشته است؟ در پاسخ به این موارد این فرضیه برجسته شده است که ضعف اجماع نخبگان در سطح حاکمیت در سیاست گذاری برنامه‌های توسعه به دلیل فقربرنامه نویسی راهبردی بلند مدت سبب شکل گیری چرخه معیوب سیاست گذاری توسعه گردیده است و تحقق اهداف برنامه‌های توسعه را با چالش جدی مواجه کرده است .این مقاله با استفاده از روش توصیفی –تبیینی تلاش کرده است نشان دهد تا زمانی که اجماع لازم میان نخبگان در سطح حاکمیت در سیاست گذاری حول محور یک برنامه راهبردی بلند مدت برای توسعه با نظارت کامل در اجرا رخ ندهد چرخه معیوب سیاست گذاری اصلاح نمی گردد و درس گرفتن تجارب گذشته در این رابطه می‌تواند چراغ راهی باشد برای تحقق سند چشم انداز و برنامه‌های اقتصاد مقاومتی در آینده.‎

Weakness of elite consensus and its consequences on the development policy cycle in Iran (first, second and third development plans of the Islamic Republic of Iran)

Public policy science is actually government in action, and the public policy cycle of the Jones model is one of the commonly used public policy models. Generally,success of policy depends on success in the five stages of the public policy cycle. Considering the importance of development planning, this paper tried to investigate the weakness of the political elite’s consensus in the process of development policy planning cycle. In other words, we sought to answer the question : how the weakness of the elite’s consensus affected the policies of the first, second and third development plans in the Islamic Republic of Iran? In response to these cases, it has been highlighted that the weakness of the elite consensus in policy development programs has led to the development of a defective development policy cycle and has faced serious challenges to achieving the goals of development plans. This paper, using the descriptive and explanatory methodology, has attempted to show that, unless the necessary consensus among the elites in policymaking for development occurs, the defective policy cycle is not reformed, and the lessons learned from past experiences in this regard can be a way to fulfill the vision document and plans of Resistance Economy.
