نقش نخبگان بر تعیین سرنوشت و مشارکت سیاسی با تاکید بر نظام جمهوری اسلامی ایران

اصل تعیین سرنوشت و مشارکت سیاسی مردم در عرصه های سیاسی و اجتماعی یکی از اهداف اساسی انقلاب اسلامی ایران بوده است. نخبگان در معنای عام آن، طیف متعددی از سرآمدان و خواص جامعه را دربر می گیرد، اما مشخصاً نخبگان سیاسی می توانند نقش تعیین کننده ای در تحقق یا عدم تحقق اصل تعیین سرنوشت یا مشارکت سیاسی داشته باشند. پژوهش حاضر درصدد است تا نقش نخبگان بر تعیین سرنوشت و مشارکت سیاسی در ج.ا.ایران را مورد بررسی قرار دهد. یافته های پژوهش نشان می دهد که تکیه نخبگان سیاسی بر حق تعیین سرنوشت در گفتمان امام خمینی (ره) و رهبر معظم انقلاب اسلامی و قانون اساسی، توجه به مولفه های اعتماد افقی و عمودی با محوریت ورود اقشار مختلف به عرصه سیاست و تصمیم سازی، توسعه نهادهای مردمی و مذهبی ... از جمله راهکارهایی است که می تواند مشارکت سیاسی و اصل تعیین سرنوشت را بر مبنای رفتار نخبگان سیاسی بهبود ببخشد. پژوهش حاضر از روش توصیفیتحلیلی بهره می برد که به شیوه اسنادی و کتابخانه ای، بررسی مقالات و متون سیاسی و حقوقی، اطلاعات را جمع آوری نموده است.

The role of elites in determining destiny and political participation with emphasis on the system of the Islamic Republic of Iran

The political elite inabroadsense consists of activists, political figuresandelectedrepresentativeswho formally or informally play aroleinthe generation, compositionand implementation of the policies of the political system and can determinethe fate of a society.This article seeks to show that, if special attention is paid to the training andselectionofthe empowered, intelligent, and elitepeople,governing will become far more effective anditsdifferent aspects such as legitimacy, acceptance and justice will be strengthened. In this article, libraryresources such as books and credible journals have been studied and analyzed through reference toresearch facilities and the Internet. The following are the results of these research: since the victoryof the Islamic Revolution, there has been no comprehensive model and method for identifying and nurturing elites,also thefactthatthe elite believe theirpolitical activities and contributions will not be accounted for, has led to their lack of involvement in political activities. Building the future requires political maturity among the political elite.The adult community should reinforce the principles of curiosity, criticism and interaction. Therefore, political elitism should have a special place in the country’s political management system. The elite must also use the main slogan of justice in the world of politics because this slogan provides anopportunity to focus on the public interest which underlies justice.
