پوپولیسم اروپایی و تاثیر آن بر سیاست خارجی و امنیتی اروپا در قبال ج.ا.ایران

بعد از یک فرایند طولانی چند دهه‌ای از همگرایی موفق، طی سالهای اخیر اتحادیه اروپایی با چالش‌های چند لایه و چندگانه‌ای در حوزه‌های سیاسی، اقتصادی و امنیتی روبرو شده است. در کانون این چالش ها، بحران مالی و اقتصادی اروپا، بحران مهاجرت و بحران امنیت قرار دارد که ثمره همگی آن ظهور و تقویت جنبش‌های سیاسی پوپولیستی در صحنه سیاسی اروپا بوده است. اهمیت پدیده پوپولیسم در کنار تمامی تبعات و آثار آن به تاثیراتی بازمی‌گردد که بر ارزش‌ها و نظام سیاسی حاکم بر کشورهای اروپایی و نیز هدف کلان همگرایی اروپایی ازجمله در حوزه سیاست خارجی برجای می‌گذارد. این مقاله درصدد بررسی تاثیر احیا و قدرت‌گیری احزاب و جنبش‌های پوپولیستی بر سیاست خارجی و امنیتی اروپا در قبال ایران است. فرضیه نویسندگان این است که بر اساس شواهد موجود احزاب پوپولیستی مستقر در قدرت، تاکنون از موازین موجود سیاست خارجی و امنیتی اروپا در قبال ایران فراتر نرفته‌اند. به عبارت بهتر ظهور و قدرت‌گیری احزاب پوپولیستی در اروپا تاثیری بر تغییر رویکرد مستقر اروپا نسبت به ایران نداشته است. در این مقاله از روش کتابخانه ای برای گردآوری اطلاعات و از روش تحلیلی توصیفی نیز برای ارزیابی داده‌ها استفاده شده است.

European populism and its impact on the European foreign and security policy towards I.R.Iran

After a long process of successful integration, European Union has faced several political, economic and security challenges in recent years. The EU financial, economic, immigration and security crisis are at the head of these crises which the overall output is the revival and reinforcement of populist parties in the European political arena. The significance of the phenomenon, along with all its consequences, relates to its effects on the values and political system governing the European countries and the great goal of European integration including EU foreign policy. This article seeks to examine the effect of the revival and empowerment of populist movements on the European Foreign and Security Policy towards Iran. The hypothesis of the authors is that, based on the evidence available, the populist parties in power have so far not exceeded the existing standards of EU foreign and security policy towards Iran. In the other words, the emergence and empowerment of populist parties in Europe has not had any effect on changing the existing European approach towards Iran. The article has used the library method to collect the data and descriptive and analytical method has been used to assess it.
