علل و ویژگی‌های مهاجرت اتباع افغانستان به ایران و تاثیر آن بر امنیت ملی جمهوری اسلامی ایران بعد از انقلاب اسلامی

حوادث و رخ‌دادهای داخلی و خارجی تاثیرگذار بر اوضاع افغانستان، به ویژه در طی چهاردهه اخیر، باعث آوارگی میلیون‌ها افغانستانی به کشورهای دیگر از جمله ایران شده است. عدم بهبود قابل ملاحظه وضعیت امنیتی، سیاسی و اقتصادی افغانستان باعث شده با گذشت سال‌ها هنوز حدود یک میلیون پناهنده و نزدیک به دو میلیون اتباع غیرپناهنده افغانستانی (غیرمجاز) در ایران ساکن باشند. اما اینکه چه عواملی باعث آوارگی اتباع افغانستان شده، ویژگی‌های آن چه بوده، این وضعیتِ به درازا کشیده شده چه تاثیراتی بر امنیت ملی ایران داشته، سئوالاتی‌ست که در این مقاله بدان پرداخته شده است. در این تحقیق با روش توصیفی تحلیلی اقدام به گردآوری اطلاعات و تشریح مفاهیم، اصول و راهبردها در خصوص موارد فوق شده است. نتایج حاصل از این تحقیق نشان می‌دهد که هنوز ایران سیاستی نظام‌مند برای مواجه با پدیده مهاجرت نداشته و قوانین موجود و تشکیلات اداری فعلی آنچنان که باید پاسخگوی این مسائل نیست و درنتیجه بر تعداد غیرپناهندگان افغانستانی در کشور افزوده شده و عدم امکان رصدشان مخاطراتی را برای امنیت ملی کشور به دنبال داشته است.

Causes and characteristics of the migration of Afghan citizens to Iran and its impact on the national security of the Islamic Republic of Iran after the Islamic Revolution

National and international incidents affecting the situation in Afghanistan, especially during the past four decades, have displaced millions of Afghans to other countries, including Iran. During this period, the lack of significant improvement in Afghanistan’s security, political and economic situation has caused displacement of over one million Afghan refugees and over one and a half million nonrefugee Afghans (including unauthorized /undocumented ones) to Iran. Causes and characteristics of Afghan nationals’ immigration to Iran, the impact of this incident on Iran’s national security, are questions that have been dealt within this article. In this research, the descriptiveanalytical method has been used. By using existing documents, it has been tried to collect information and described the concepts, principles, strategies and structure in the above mentioned field. The results of this research show that current laws and administrative arrangements as it was expected, could not address the issues of the large number of Afghan nationals in the country. Also, the multiplicity of power centres, variety of decision maker bodies on foreign nationals, has caused various challenges in the field of national security.
