ریشه‌های شکل‌گیری دولت پریبندال در ایران در دوره پهلوی دوم

این مقاله ریشه‌های شکل گیری دولت پریبندال در ایران در دوره پهلوی دوم را تحلیل می‌کند. دولت پریبندال به مثابه یکی از مصادیق دولت‌های فاسد، گونه ای از دولت است که در آن نخبگان قدرت و کارگزاران حکومت ، حقوقی مازاد بر حقوق خود را در سطح سیستم سیاسی مطالبه می‌کنند. مقاله حاضر بر این پرسش اصلی تمرکز می‌کند که «ریشه‌های شکل گیری دولت پریبندال در زمان پهلوی دوم چیست؟» فرضیه مقاله ریشه‌های شکل گیری چنین دولتی را در عوامل فرهنگی، سیاسی و اقتصادی می‌پندارد. نوع تحقیق کیفی و رویکرد مقاله توصیفیتحلیلی و روش تحقیق مبتنی بر تحلیل اسنادی است. یافته‌ها حاکی است که شکل گیری دولت پریبندال در دوره پهلوی دوم واجد ریشه‌های متنوع فرهنگی شامل نظام ادراکات نخبگان و فرهنگ سیاسی آمریت–تابعیت  مبتنی بر کلاینتالیسم (حامی‌پروری)، اجتماعی ناشی از بحران سرمایه اجتماعی( اعتماد)، سیاسی شامل بحران مشروعیت و نیز ریشه اقتصادی ناشی از رانتیریسم (دولت تحصیلدار یا دولت با درآمدهای نفتی)  و دولت بزرگ بوده است.

The Roots of the Formation of Prebendal State in Iran in Second Pahlavi Era

This article analyzes the roots of the formation of Prebendal state in the second Pahlavi era. The Prebendal state, as an example of corrupt states, is a form of state in which the elites of power and bureaucrats demand a surplus of their rights at the level of the political system. Given this definition, the present paper focuses on this main question: What are the roots of the formation of the Prebendal state in IRAN in second Pahlavi era? The hypothesis of the article suggests that the roots of such a state are due to the combination of cultural, political and economic factors, each of which contributed to the formation and extent of the development of Prebendalism. This descriptiveanalytical paper is written, using library resources and documentary collection. The findings show that cultural roots such as subject political culture based on clientalism  and political roots such as legitimacy and ideology and economic roots such as rentierism considered important factor in the formation of the Prebendal state in Iran during second Pahlavi era.
