مقایسه تحلیلیِ عملکرد نظارتی نمایندگان مجلس شورای اسلامی‌طی ادوار اول تا دهم

در این نوشتار سعی شده است به این پرسش اصلی پاسخ داده شود که نمایندگان هر یک از ادوار اول تا دهم مجلس شورای اسلامی‌به لحاظ وظایف نظارتی چه عملکردی از خود نشان داده‌اند و ترکیب سیاسی مجلس به عنوان یکی از مهمترین متغیرها چه تاثیری بر این امر داشته است؟ فرض پژوهش بر این است که مجالسی که اکثریت نمایندگان آن همسو با دولت هستند از عملکرد نظارتی ضعیف‌تری نسبت به مجالس غیر همسو برخورداراند. روش این پژوهش به صورت مطالعه تطبیقی کمی‌است که با جمع‌آوری اطلاعات به شیوه‌ی کتابخانه‌ای و اسنادی و با استفاده از آمارهای توصیفی انجام شده است. یافته‌های پژوهش حکایت از آن دارد که در روند کلی تغییرات آماری مربوط به عملکرد نمایندگان، ترکیب سیاسی عامل تعیین کننده نبوده و متغیرهای وابسته به زمان از تاثیر بیشتری برخورداراند. همچنین هر چند ادوار مختلف مجلس عملکردهای متفاوتی از خود به ثبت رسانده اند لیکن در نگاه کلی میزان استفاده از ابزارهای نظارتی به مرور زمان افزایش یافته است.

Analytical Comparison of the Supervisory Performance of Parliamentarians During the First to the Tenths

According to the Constitution of the Islamic Republic of Iran, MPs are also obliged to supervise the executive agencies of the country, along with the task of regulating laws. The importance of legislative supervision is so much that the quality of parliamentary activity depends to a large degree on how this monitoring works. However, after four decades of victory of the revolution and the formation of the ten sessions of the Islamic Consultative Assembly, there is no proper understanding of the functioning of the representatives of the various parliamentary constituencies and the factors affecting it. Therefore, in this paper, it has been tried to answer the main question by analytical and comparative approach and by collecting information in a library and documentary way and using descriptive statistics. Representatives of each of the first to tenths of the Islamic Consultative Assembly What function have they performed in terms of their supervisory duties and how did the political composition of the parliament, as one of the most important variables, have had this effect? The research findings indicate that in the general process of statistical changes related to the performance of the representatives.
