نئومرکانتیلیسم آمریکا، مواضع ج.ا.ا. و نقش قطر در بحران‏های منطقه‏ ای در خلیج فارس

مقاله پیش‏روبه نئومرکانتیلیسم آمریکا، مواضع جمهوری اسلامی ایران و نقش قطر در بحران‌های منطقه‏ای در خلیج فارس باتمرکز بر بحران‌های منطقه‏ای به‏ویژه بحران دیپلماتیک 2017 می‌پردازد. این مقاله براین فرضیه استواراست که سیاست‏های نئومرکانتیلیسم ایالات متحده عامل اصلی ایجاد بحران‌ها در این منطقه می‏باشد و قطر به‏عنوان شریک منطقه‏ای آمریکا این بحرانها را دامن می‏زند؛. بدون توجه به‏اینکه کاهش امنیت ملی و منطقه‏ای از تبعات تعقیب چنین سیاستی می‏باشد. این کشور در خلال بحران مذکور دریافت که سیاست‏های امنیتی آمریکا، دارای ماهیتی نئومرکانتیلیستی و فاقد هرگونه وجه امنیت‏زایی در خلیج فارس می‏باشد.  قطردر ژوئن 2017 باگرفتارآمدن در محاصره همسایگان عرب و بحران دیپلماتیک، تنها توانست تاحدزیادی از پتانسیل ایران برای رفع ممنوعیت پرواز و تامین نیازهای اساسی خود بهره ببرد. براین‏اساس خروج تدریجی قطر از نقاط بحران‏خیز مانند سوریه و یمن و گرایش بیشتر به ایران، از ثمرات مواضع اصولی و هشدارهای ایران در قبال سیاست نئومرکانتیلیسم آمریکا درمنطقه خلیج فارس می‏باشد. پس در این مقاله از یک سو، بحران دیپلماتیک 2017  نقطه عطفی برای سنجش درستی ادعای آمریکا درمورد ایجاد امنیت در این منطقه محسوب می‏شود و ازسوی دیگر برتلاش‏های ایران به‏عنوان یک قدرت منطقه‏ای مبنی بر همگرایی کشورهای همسایه حول محور استقرار امنیت در خلیج فارس بدون مداخله قدرت‏های فرامنطقه‏ای صحه می‏گذارد.

USA NeoMercantilism Policies, I.R.I Stands and the role of Qatar towards regional crises in Persian Gulf

The present article will examine USA NeoMercantilism Policies, I.R.I Stands and the role of Qatar towards regional crisis in Persian Gulf specially the diplomatic crisis of 2017. This article is based on the hypothesis that the USA neomercantilism policies are the main cause for making crises in the region and Qatar as US regional partner has important role in. Qatar does this, regardless of whether this policy leads to a decrease in national and regional security. During the crisis, it found that US security policies were of a neomercantilist nature and lacked any form of security making in the Persian Gulf. In June 2017, Qatar was only able to partially exploit Iran’s potential to lift its flight ban and meet its basic needs, besieged by its Arab neighbors and by the diplomatic crisis. Based on Qatar’s gradual withdrawal from crisis zones such as Syria and Yemen, and its tendency toward Iran, it is the result of Iran’s principled stances and warnings of US neomercantilism in the Persian Gulf. So in this article, on the one hand, the 2017 diplomatic crisis is a turning point in assessing the validity of America’s claim to security in the region. And on the other hand, Iran’s efforts as a regional power endorse the convergence of neighboring countries around the establishment of security in the Persian Gulf without the intervention of transregional powers.
