Abstract
although participation in development programs, primarily driven by ngos, is crucial, the issue remains unresolved. while many governments advocate for and endorse participation that allows stakeholders to meaningfully influence development initiatives, they often resist it in practice and fail to implement participatory communication as a cornerstone of effective engagement. this approach poses significant challenges for development processes because meaningful participation in development cannot occur without effective communication. this research focuses on the challenges of effective communication in development partnerships, specifically examining the factors that influence or impede communication between government entities and youth organizations in isfahan province. the study employed grounded theory methodology and conducted in-depth interviews with 33 leaders from youth ngos in the region to investigate these communication dynamics. the study's results indicate that youth ngos in isfahan province have become an integral component of the state's organizational structure. this integration is observed under various conditions, including the “dominance of monologue and control over symbolic spaces”, “the standardization and routinization of volunteer activities”, “the persistence of information and experiences”, “cynical forms of activism”, “ambiguity in organizational knowledge”, “lack of physical form”, “financial instability of projects”, and “altered patterns of interaction”. these ngos are more specifically embedded in the state structure. this embeddedness has raised concerns about their autonomy and long-term viability. as a result, the state not only determines the operational scope of youth ngos but also shapes their interactions with them. this has led to a reductionistic understanding of these associations, including their membership composition, program implementation and efficacy, and even their relationship with the state.
