مساله محیط زیستی مساله‌ای اجتماعی (اثر مخاطرات محیط زیستی بر بیمه‌های اجتماعی ایران)

این مقاله به مساله اجتماعی تبدیل شدن مسائل محیط زیستی را بررسی می‌کند. به موضوع اثر مخاطرات محیط زیستی بر بیمه‌های اجتماعی ایران، نمونه‌های برجسته آن که می‌توانند چرخه اقتصاد و پیامد آن سیستم بیمه‌های اجتماعی کشور را با اختلال روبرو کنند می‌پردازد؛ سه مخاطره خشکسالی، ریزگردها و آلاینده‌های صنعتی و انقراض گونه‌های زیستی. پژوهش به روش اسنادی و کتابخانه‌ای، و در اجرای آن، گردآوری و تحلیل داده‌ها به شیوه تحلیل محتوای مضمونی انجام شده است. مطابق یافته‌های پژوهش مخاطرات محیط زیستی، بحرانی طبیعی نمی‌مانند، تاثیر مختل‌کننده بر فرآیند کسب و کار و به دنبال آن بیکاری در مناطق مختلف کشور دارند. هم‌افزایی میان مخاطرات محیط زیستی و اقتصادی در ایران مسبب اثرات جابجاشونده‌ای در حوزه مسائل اجتماعی است که به دلیل پیچیدگی‌شان شاید در نگاه اول پنهان بمانند. در حالی که، از میان رفتن صنایع فرآوری یا کشت و صنعت‌هایی که از محصولات کشاورزی تغذیه می‌شوند، کارکنان این بخش تحت پوشش بیمه‌های اجتماعی‌اند و بیکاری آنها منابع نظام تامین اجتماعی کشور که حاصل حق بیمه چنین گروه‌هایی از نیروی کار کشور است را تهدید می‌کند. از زاویه‌ای دیگر مخاطرات محیط زیستی سبب تحمیل هزینه‌های درمانی بیماری‌هایی همچون عوارض آسمی، برونشیت مزمن، عفونت‌های تنفسی، بیماری‌های چشمی و بیماری‌های گوارشی است که به‌واسطه ریزگردها، آلودگی آب شرب و آلودگی هوا در اثر آلاینده‌های صنعتی و محیط طبیعی ایجاد می‌شوند. لذا، نظر به چنین مواردی، هم توجه بیشتر به محیط زیست و پیامدهای اجتماعی آن و هم لحاظ نمودن آنها برای اداره بهینه نظام تامین اجتماعی ضرورت دارد.
