عدالت توزیعی در عرصه سیاست: رویکردی دینی

عدالت توزیعی به نحوه توزیع و تقسیم خیرهای اجتماعی میان اعضای یک جامعه می‌پردازد. این پژوهش عدالت توزیعی را در خصوص توزیع خیرهای سیاسی، از قبیل عضویت در اجتماع سیاسی، قدرت و مناصب سیاسی، مشارکت سیاسی، آزادی و امنیت، بررسیمی­کند. مسئله اصلی این پژوهش آن است که از منظر اسلام معیار توزیعی خیرهای سیاسی مثل آزادی، قدرت و امنیت چیست. روش به کار گرفته شده در این تحقیق، روش تفسیری است که با تکیه بر آیات و روایات و تبیین دلالت‌های صریح و مضمر آنها اصول توزیعی خیرهای سیاسی را استخراج می‌کند. در خصوص توزیع قدرت سیاسی، در اندیشه اسلامی، این پژوهش بر آن است که تحقق هدایت الهی یکی از وظایف قدرت سیاسی است، بنا بر این علم (به فرامین الهی) از جمله مهم‌ترین معیارهای توزیع قدرت سیاسی است. در بحث توزیع حق آزادی به‌عنوان یکی از مهم‌ترین حقوق سیاسی، در آموزه‌های اسلامی، در اغلب موارد از جنبه وظیفه و تکلیف به حق نگریسته می‌شود، نه از جنبه فردمحورانه لیبرالی یا ادعایی که فرد می‌تواند علیه دیگران مطرح کند ، از این رو بنیادی برای پیوندهای اجتماعی است. تامل در نحوۀ به کارگیری مفهوم حق  در متون دینی نشان می‌دهد که بعد ایجابی حق است که بهطور کامل  برجسته و مورد تاکید است. در بحث توزیع، امنیت به‌عنوان یکی از مهم‌ترین خیرهای اجتماعی است که می‌توان آن را یکی از اهداف اصلی تشکیل اجتماعات انسانی نیز دانست، رویکرد اسلامی، برابرگرایانه است به این معنا که امنیت باید به صورت برابر برای همه اعضای جامعه که در پناه حکومت اسلامی هستند، تضمین و محافظت شود.

Distributive Justice in Political Sphere: A Religious Approach

Distributive justice deals with the way social goods are distributed among the members of the society. This study investigates the distributive justice regarding the political goods such as membership in political community, political power and political offices, political participation, freedom and security. The main issue in this study is as follows: “What is the distributive criterion for political goods such as freedom, power and security in Islam’s view?” The research method is interpretive, and extracts the distributive principles of political goods on the basis of the traditions and the Qur’anic verses as well as explanation of their explicit and implicit indications. As to the distribution of political power in Islamic thought, this study maintains that realization of divine guidance is one of the duties of the political power; thus, knowledge of divine commands is among the most important criteria for distribution of political power. In discussing the distribution of right to freedom as one of the most important political rights, the right is viewed, in Islamic doctrines, as an obligation, not from the individualistic liberal angle or as a claim that one can assert against others. Thus, it is a foundation for social links. Contemplation on the way the concept of right is used in religious texts shows that it is the positive dimension of ‘right’ that is completely highlighted and emphasized. In discussing distribution, security is one of the most important social goods that can be considered as one of the main goals of the formation of human communities. In this regard, Islamic approach is egalitarian; that is, security must be guaranteed and protected equally for all members of the society under the protection of the Islamic state.
