چکیده
|
افزایش روز افزون جمعیت و گسترش شهرها، مستلزم ارائه انواع بیشتری از تاسیسات و زیرساختهای شهری برای شهروندان است. افزایش و گسترش مذکور، ارتقای ظرفیت و کنترل استهلاک زودرس تاسیسات زیربنایی را به یکی از بزرگترین چالشهای مدیریت شهری تبدیل کرده است. احداث تونل مشترک تاسیسات شهری بهعنوان یک سازه عظیم جهت یکپارچه کردن تاسیسات زیربنایی، راه حلی مدبرانه است، که از سویی سیمای شهری آرام و به دور از اغتشاش بصری، زیستمحیطی و تسهیل حرکت و عبور و مرور را برای شهروندان به ارمغان میآورد و از سویی دیگر تسهیل اجرا، نگهداری و نوسازی تاسیسات شهری، کاهش هزینههای حفاظت و نگهداری و تعمیرات کلیه خطوط تاسیساتی، افزایش فضاهای شهری و جلوگیری از حفاریهای متعدد و کاهش هزینههای تعمیر معابر و زیرساختها را برای مدیریت شهری ممکن میسازد. هدف مقاله حاضر، شناخت موانع مدیریتی تحقق تونل مشترک تاسیسات شهری در شهر تهران در مراحل سیاستگذاری و تصمیمگیری، برنامهریزی و طراحی، تامین مالی، اجرا و پیادهسازی، بهرهبرداری و نگهداری میباشد. نتایج پژوهش با استفاده از روش کیفی تحلیل مضمون دادههای بهدست آمده از 22 مصاحبه نیمهساختار یافته نشان میدهد که مهمترین موانع شناسایی شده، در مراحل سیاستگذاری و تصمیمگیری و برنامهریزی و طراحی مطرح است که به نوعی بر سایر مراحل تاثیر میگذارد. در مرحله سیاستگذاری و تصمیمگیری، عدم ضمانت اجرایی قانون، خلا ضوابط قانونی و دستورالعملهای لازم و انتخاب ناکارآمد کنشگران دخیل بیان شده است. در مرحله برنامهریزی و طراحی، فقدان بانک اطلاعاتی و نقشههای دقیق از وضعیت موجود شبکههای تاسیساتی، فقدان ملاحظات زمانبندی و مالی، پیچیدگی مطالعات امکانسنجی، فقدان مطالعات نیازسنجی، کلی بودن ضوابط و استانداردهای فنی و نامشخص بودن جزییات مطرح شده است.

Management Barriers to Implementation of an Urban Common Utilities Tunnel in Tehran

Abstract
|
Increasing population and expansion of cities requires the provision of more types of urban utilities and infrastructure for citizens. This increase and expansion has made capacity building and control of early depreciation of infrastructure facilities one of the biggest challenges of urban management. The construction of urban common utilities tunnel as a huge structure to integrate infrastructure is a prudent solution. Which brings a calm urban environment away from visual disturbance, environment and facilitates movement and transit for citizens and on the other hand, it facilitates the implementation, maintenance and renovation of urban utility, reducing the costs of protection and maintenance and repair of all installation lines, increasing urban space and preventing multiple excavations and reducing the cost of repairing roads and infrastructure for urban management. The purpose of this article is to identify the management barriers to the implementation of a common tunnel of urban utilities in the city of Tehran in the stages of policy and decisionmaking, planning and design, financing, implementation, operation and maintenance. The results of the research using the qualitative method of content analysis of the data obtained from 22 semistructured interviews show that the most important obstacles are identified in the stages of policymaking, decisionmaking, planning and design, which in some way affect other stages. In the policymaking and decisionmaking stage, the lack of executive guarantee of the law, the emptiness of legal rules and necessary instructions, and the inefficient selection of actors are expressed. In the planning and design phase, we proposed the lack of a database and detailed maps of the current state of utilities networks, the lack of scheduling and financial considerations, the complexity of feasibility studies, the lack of needs assessment studies, general technical criteria and standards, and unclear details.
