تبیین سهم عوامل اثرگذار در توسعه پایدار کلان‌شهر تهران

در مورد توسعه پایدار شهری و منطقه‌ای فرمول واحدی برای تمام کشورها وجود نداشته و هر کشوری باید با شرایط اجتماعی، اقتصادی، اکولوژیکی و فضایی خود به دنبال تدوین معیارهای خاص توسعه شهری پایدار باشد.در همین ارتباط، تهران به عنوان یک کلان‎شهر و پایتخت ایران، از منظر جغرافیایی (کالبدی – فضایی و عملکردی) و با توجه به توسعه نامتوازن سرزمین و اقتصاد نفتی، با چالش‌های بیشماری روبرو است. کلان‎شهری که در اغلب شاخص‌های اجتماعی– اقتصادی و محیط زیستی، خطوط قرمز را پشت سر گذاشته و سیاست‌های تمرکزگرایی از گذشته تاکنون در حوزه‌های سیاسی، اداری، بازرگانی، صنعتی و آموزشی موجب تمرکز شدید جمعیت و فعالیت در فضای آن شده‌است. این پژوهش با هدف تبیین سهم عوامل اثرگذار در توسعه پایدار کلان‌شهر تهران انجام شده است. روش پژوهش، روش کیفی و ابزار اصلی گردآوری و تحلیل داده، تکنیک دلفی کمّی بوده است. نتایج پژوهش نشان می‌دهد مهمترین عوامل اثرگذار در توسعه پایدار کلان‌شهر تهران به ترتیب عبارتند از: مسئولیت‌پذیری، راهبردی و آینده‌‌نگری، انعطاف‌پذیری و پاسخگویی، تصمیم‌گیری، ساختار قدرت و عدم موازی‌کاری نهادها.

there is no single formula for sustainable urban and regional development for all countries, and each country with its social, economic, ecological and spatial conditions should seek to develop specific criteria for sustainable urban development. in this regard, tehran as a macro the city and capital of iran, in terms of geography (physical-spatial and functional) and due to the unbalanced development of the land and the oil economy, face numerous challenges. a metropolis that has crossed red lines in most socio-economic and environmental indicators, and the policies of centralism from the past to the present in the political, administrative, commercial, industrial and educational fields have led to a strong concentration of population and activity in its space. this study aims to explain the role of effective factors in sustainable development of tehran metropolis. the research method was qualitative method and the main tool of data collection and analysis was the quantitative delphi technique. the research results show that the most important factors influencing the sustainable development of tehran metropolis are: responsibility, strategic and foresight, flexibility, respectively. accountability, decision-making, power structure and non-parallelism of institutions.
