واکاوی میزان رضایتمندی شهروندان مناطق 6 و 8 و 14 کلانشهر اصفهان از اجرای ضوابط و مقررات شهرسازی طرح تفصیلی

ضوابط و مقررات شهرسازی یکی از مولفه‌های اصلی شکل‌دهنده سکونتگاههای شهری است. این امر بیانگر این مطلب است که هرچه اجرای این ضوابط در امر ساخت و ساز بیشتر رعایت گردد، بستر و کالبد سکونتگاه‌های شهری کیفیت بیشتری پیدا نموده و به تبع آن رضایتمندی شهروندان افزایش می‌یابد. در کلانشهرها و شهرهای کشور ما ایران، شهرداری مرجع اصلی بکارگیری ضوابط و مقررات شهرسازی می‌باشد. بنابر این میزان الزام شهرداریها به صدور پروانه ساختمانی منطبق با ضوابط شهرسازی، نقش اساسی در شکل گیری کالبد و بستر مناسب و مطلوب محلات شهری و ارتقای رضایتمندی شهروندان دارد. در این پژوهش با تقسیم بندی ضوابط شهرسازی به ده مولفه ضوابط ارتفاعات، ضوابط دسترسی و گذربندی، ضوابط پارکینگ، ضوابط پیش زدگی و بالکن، ضوابط کاربری، ضوابط نما وسیما و منظر شهری، ضوابط مناسب سازی معلولین، ضوابط مسیرهای پیاده، ضوابط مشرفیت و فضاهای نورگیری، ضوابط مساحت و سطح اشغال، میزان رضایتمندی شهروندان مناطق 6 و 8 و 14 اصفهان از اجرای این ضوابط بوسیله پرسشنامه و به صورت طیف لیکرت 5 گزینه‌ای (بسیار کم=1، کم=2، متوسط=3، زیاد=4، بسیار زیاد=5) مورد بررسی قرار گرفت. با استفاده از آزمون تی تک نمونه نتایج نشان داد با توجه به حد متوسط پاسخ 3، سطح معناداری همه متغیرها کمتر از 0.05 بوده و میزان رضایتمندی شهروندان از اجرای ضوابط و مقررات شهرسازی در مناطق هدف پائین‌تر از حد نرمال بوده و در سطح مطلوبی قرار ندارد.

Analysis of the level of satisfaction of the citizens of areas 6, 8 and 14 of Isfahan metropolis with the implementation of the rules and regulations of urban planning of the detailed plan

Rules and regulations of urban planning are one of the main components of urban settlements. This indicates that the more the implementation of these criteria is observed in the field of construction, the better the bed and body of urban settlements and consequently, citizens’ satisfaction increases. In the metropolises and cities of our country, Iran, the municipality is the primary reference for the application of urban planning rules and regulations. Therefore, the requirement of municipalities to issue building permits following urban planning criteria has a key role in forming the appropriate body and bed of urban neighborhoods and promoting citizen satisfaction. In this research, by dividing urban planning criteria into ten components: elevation criteria, access and passage criteria, Parking criteria, advance and balcony criteria, land use criteria, façade and urban landscape criteria, adaptation criteria for the disabled, sidewalk criteria, visibility and skylight criteria, area and occupancy criteria; citizens’ satisfaction of regions 6, 8, and 14 of Isfahan was evaluated from the implementation of these criteria by a questionnaire in the form of a 5point Likert scale (very low = 1, low = 2, medium = 3, high = 4, very high = 5). Using onesample ttest, the results showed that according to the average limit of response 3, the rate of the significance of all variables is less than 0.05  and the level of citizens’ satisfaction with the implementation of urban planning rules and regulations in target areas is lower than the normal and it is not in a desirable level.
