تحلیل عدالت فضایی در سکونت‌گاه‌های کویری با تاکید بر خدمات عمومی شهری (مطالعه موردی استان سیستان و بلوچستان)

دستیابی به عدالت فضایی در توزیع خدمات عمومی شهر از جمله برخورداری از خدمات حمل و نقل، انبار داری و ارتباطات جهت بهره برداری عادلانه و برابری استفاده از ظرفیت های محیطی، یکی از اهداف مهم برنامه ریزان شهری است. این پژوهش از نظر هدف کاربردی و از نظر روش‌شناسی توصیفی تحلیل می‌باشد که به بررسی عدالت فضایی با تاکید بر خدمات عمومی شهری در استان سیستان و بلوچستان می‌پردازد. برای بررسی روند کار در این راه ابتدا شاخص هایی برای این کار اسخراج گردید. در ادامه در دو گام به این بحث پرداخته‌ایم به گونه‌ای که در گام اول با استفاده از نرم افزار arcgis و از طریق روابط موجود در این نرم‌افزار ابتدا وضعیت پراکندگی شاخصهای خدمات عمومی در این استان با استفاده از ابزار hot spot تحلیل گردید در ادامه با استفاده از مدل‌های تصمیم‌گیری نظیر topsis وvikor وضعیت شهرستان‌های استان سیستان و بلوچستان از نظر دسترسی به خدمات عمومی با تاکید بر عدالت فضایی مشخص شد همچنین در گام بعدی با استفاده از مدل رگرسیون وزنی جغرافیایی gwr به بررسی رابطه بین پراکنش جعیت و توزیع خدمات عمومی در این استان کویری پرداخته شد. نتایج حاکی از آن بود که وضعیت دسترسی به خدمات عمومی شهری در این استان نامناسب است و شهرستان زاهدان با مرکزیت سیاسی قوی بهترین وضعیت را داراست

Analysis of spatial justice in desert settlements with an emphasis on urban public services (Case study of Sistan and Baluchestan province)

Achieving spatial justice in the distribution of urban public services, including the provision of transportation, warehousing and communication services for fair use and the equal use of environmental capacities, is an important goal of urban planners. This research is an applied and descriptive methodology that analyzes spatial justice with emphasis on urban public services in Sistan and Baluchestan province. In order to study the process of doing this, indicators were first developed for this purpose. In the following, we discussed this in two steps: in the first step, using the ArcGis software and through the relationships existing in this software, first, the dispersion of public service indicators in the province using the tool Hot Spot was analyzed. Using decision making models such as TOPSIS and VIKOR, the status of Sistan and Baluchestan province was determined in terms of access to public services with emphasis on spatial justice. Also, in the next step, using the geographical weight regression model The GWR investigated the relationship between native distribution and distribution of public services in this desert province. The results indicate that the access to urban public utilities in this province is inappropriate and Zahedan city with the strong political centrality is in the best position.
