تحلیل قانونمندی‌های حاکم بر فرآیند شکل‌گیری و گسترش اسکان غیررسمی در محدوده‌های روستایی واقع در حریم کلان‌شهرها مطالعه موردی: روستاهای حریم کلان‌شهر تهران

طی چند دهه اخیر روند جمعیت‌پذیری سکونتگاه‌های انسانی واقع در فضای حریم کلان‌شهرهای کشور، تاثیرپذیری فراوانی از فرآیندها و روندهای حاکم بر کلان‌شهرها داشته‌اند. در این میان اسکان جمعیت در نقاط روستایی واقع در این فضا در اشکال مختلف، از جمله به‌صورت سکونتگاه‌های غیررسمی و محدوده‌های فقیرنشین از چالش‌های عمده‌ای است که در این عرصه‌ها رخ‌داده است. این موضوع به سبب ماهیت پدیده، شیوه ساماندهی و مدیریت و بسیاری ابعاد دیگر و نو بودن برای مدیریت‌های محلی و روستایی و عدم تجربه لازم در این زمینه، نیازمند توجه در سطوح مختلف پژوهشی، حقوقی - قانونی، سیاست‌گذاری، برنامه‌ریزی و مدیریتی– اجرایی می‌باشد. هدف از این پژوهش، تحلیل قانونمندی‌های حاکم از جمله واکاوی ابعاد، مولفه‌ها و عوامل مختلف نهادی، اقتصادی و مکانی بر فرآیند شکل‌گیری و گسترش سکونتگاه‌های غیررسمی در محدوده روستاهای واقع در حریم کلان‌شهرها با تاکید بر شهر تهران است. روش‌شناسی پژوهش کیفی بوده که با استفاده از تکنیک‌های پژوهشی مختلف از جمله تحلیل محتوا، کدگذاری و طبقه‌بندی بر روی 26 مصاحبه انجام‌شده در نرم‌افزار maxqda تا رسیدن به مرحله اشباع نظری نسبت به مقوله‌بندی نظرات اقدام شد. بر اساس یافته‌های پژوهش 39 مقوله اصلی در قالب 5 مضمون شامل؛ «دافعه‌ها و جاذبه‌های جغرافیایی- محیطی- زیستی»، «انگیزه‌ها و محرک‌های اجتماعی- اقتصادی»، «فقدان و عدم اجرای طرح‌ها و برنامه‌ها»، «خلا و ناکارآمدی قوانین، ضوابط و مقررات» و «ناتوانی و ضعف ساختارهای مدیریتی- اجرایی» به‌عنوان مهم‌ترین عوامل موثر بر شکل‌گیری و گسترش سکونتگاه‌های غیررسمی در محدوده روستاهای واقع در حریم کلان‌شهر تهران شناسایی و مورد تاکید قرار گرفتند.

analyzing the regularities of the formation and expansion of informal settlements in rural areas with an emphasis on the privacy of metropolises: the case study of villages within the privacy of tehran metropolis

in recent decades, the population dynamics of human settlements located in the privacy of metropolises have been significantly influenced by the processes and trends governing these metropolises. among these, the settlement of populations in rural areas within this space, manifested in various forms such as informal settlements, poses major challenges in these domains. this issue, due to the nature of the phenomenon, the methods of organization and management, as well as its novelty for local and rural management and the lack of necessary experience in this area, requires attention at various levels of research, legal, regulatory, policy-making, planning, management, and execution. this research aims to analyze the governing regulations, including an exploration of the dimensions, components, and various institutional, economic, and spatial factors affecting the process of formation and expansion of informal settlements in the villages located in the privacy of metropolises, with an emphasis on tehran. the research methodology is qualitative, utilizing various research techniques such as content analysis, coding, and classification based on 26 interviews conducted using maxqda software until theoretical saturation regarding the categorization of opinions is reached. based on the findings, 39 main categories were identified under 5 themes as geographical-environmental-biological push and pull factors, social-economic motivations, and triggers, lack of implementation of plans and programs, gaps and inefficiencies in laws, regulations and standards, inability and weakness of management-executive structures, which were emphasized as the most significant factors influencing the formation and expansion of informal settlements in the villages located in the privacy of tehran.
