شراکت روستایی - شهری و توسعه پایدار ناحیه‌ای؛ رویکردی مفهومی و تجربی

شهرها و روستاها با مجموعه‌ای از جریان‌ها و پیوندهای با یکدیگر تعامل دارند. این تعاملات جغرافیای مختلفی را شامل می‌شود که اغلب فراتر از مرزهای اداری محلی و ناحیه‌ای است. این تعاملات و پیوندها می‌تواند علاوه بر آثار مثبت،آثار منفی نیز به همراه داشته باشد. مدیریت شهری و روستایی همیشه به‌طور جداگانه قادر به مدیریت آثار جریان‌ها و پیوندها برای توسعه پایدار شهری و روستایی نیست. همکاری روستایی شهری و به‌طور خاص شراکت روستایی شهری، الگوی موثری برای پاسخگویی به ضرورت حکمرانی این تعاملات در راستای رفاه و توسعه اقتصادی ناحیه‌ای است. مقاله حاضر با استفاده از روش مرور روایتی به تشریح مفاهیم و ابعاد شراکت روستایی  شهری و بررسی تجربه‌های جهانی در این زمینه و نیز تاثیرات آن بر توسعه اقتصادی اجتماعی و پایداری ناحیه‌ای می‌پردازد. یافته‌ها نشان می‌دهد نواحی شهری و روستایی دارایی‌های مختلف و غالباً مکمل یکدیگر دارند. درواقع، شراکت موثر روستایی شهری با استفاده از این دارایی‌ها می‌تواند در تحقق اهداف توسعه اقتصادی و افزایش تولید کالاهای عمومی و همچنین دستیابی به‌ صرفه‌جویی ناشی از مقیاس در ارائه خدمات عمومی نقش موثری داشته باشد، و ظرفیت شرکا را برای تصمیم‌گیری در زمینه‌های دارای تاثیرات قلمروی افزایش دهد. علاوه بر این ،شراکت می‌تواند به توسعه فرصت‌های جدید اقتصادی در شهر و روستا کمک نماید.

Rural-Urban Partnership and Regional Sustainable Development; A Conceptual and Experimental Approach

Urban and rural areas interact with wide flows and linkages. These interactions involve a variety of geographies that often transcend local and regional administrative boundaries. In addition to the positive effects, these interactions, flows and links can also have negative effects. Urban and rural management are not always able to manage these interactions separately for sustainable urban and rural development. Ruralurban cooperation and in particular ruralurban partnership is an effective model for responding to the need to govern these interactions for the welfare and economic development of the region. The present article describes the concepts and dimensions of ruralurban partnership using a narrative review method and examines global experiences in this field as well as its effects on socioeconomic development and regional sustainability. Findings show that urban and rural areas have different and often complementary assets. In fact, effective ruralurban partnerships using these assets can play an effective role in achieving economic development goals and increasing the production of public goods, as well as achieving economies of scale in the provision of public services, and increasing the capacity of partners to decide in areas with territorial impacts. In addition, partnerships can help develop new economic opportunities in urban and rural areas.
