ارزیابی عملکرد دهیاری‌ها در چارچوب شاخص‌های حکمروایی خوب روستایی (مورد مطالعه: بخش مرکزی شهرستان اصفهان)

حکمروایی خوب مفهومی است که در دهه‌های اخیر در ادبیات مدیریت جهان نمایان شده و به‌عنوان مرز بین حکومت و جامعه مدنی مطرح است. در این میان حکمروایی روستایی نیز فرایند نوینی است که با اصول، معیارها و شاخص‌های متفاوت از رویکردهای مطرح‌شده در نظام مدیریت روستایی پیش از خود، باعث توانمندسازی ساکنان روستایی می‌شود. این درحالی است که تاسیس دهیاری در روستاها، نقطه عطفی برای حکمروایی روستاییان در مدیریت روستایی ایران است. این نهادها برآمده از مردم هستند و انتظار می‌رود عملکرد آن‌ها مبتنی بر حکمروایی خوب باشد. به همین دلیل مقاله حاضر عملکرد دهیاری‌ها در چارچوب حکمروایی خوب روستایی در بخش مرکزی اصفهان را بررسی و ارزیابی کرده است. پژوهش از نوع کاربردی و روش آن توصیفی‌تحلیلی مبتنی بر پیمایش است. برای جمع‌آوری اطلاعات از شیوه کتابخانه‌ای‌میدانی استفاده شده است. نتایج آزمون تحلیل واریانس نشان داد که بین دهیاری‌های تحت مطالعه از نظر شاخص‌های حکمروایی خوب تفاوت معنی‌داری وجود دارد. میانگین نیز که 2/85 یعنی کمتر از حد متوسط بود، نشان می‌دهد که شاخص‌های حکمروایی خوب روستایی در سطح نسبتاً ضعیفی است. همچنین مقدار t به‌دست‌آمده برای تمام شاخص‌های حکمروایی خوب نشان داد عملکرد تمامی دهیاری‌ها در شاخص‌های مذکور، کمتر از حد مطلوب است.

Evaluating the Performance of Village Administrations Using the Framework of Rural Good Governance Indicators (A Case Study: Rural Areas in Central District of Isfahan County)

Good governance is a new concept introduced in the world management literature in recent decades and is defined as a mediator between governments and civil societies. In this regard, rural governance is a new system with different principles, cannons, and indicators from the former rural system that result in the empowerment of rural areas’ residents in different dimensions. However, the establishment of village municipality “Village Administrations” was a turning point towards the rural people governance in rural management of Iran. These institutions are derived from and related to rural people and expected to act on the basis of good rural governance. Therefore, this article investigates and evaluates the performance of “Village Administrations” within the framework of good governance in rural areas of Isfahan central parts. The study is an applied research, with a descriptiveanalytical method based on survey. The data were collected using library and field research method. The results from variance analyses showed that regarding good governance indicators, there is a statistically significant difference between rural management organizations under study (P<0.001) and the total mean of good governance indicators was 2.85 which was lower than the average, reflecting weak indicators. The obtained amount of T for the total score indicators showed that the overall performance is less than favorable and at a low level.
