مطالعۀ جامعه‌شناختی مناسبات دیوان‌سالارانه در شهرستان‌های پیرامونی ایران (مورد مطالعه: ادارۀ آموزش و پرورش بندر جاسک)

مسیر توسعه نیازمند توجه به مناطق پیرامونی و محدودنشدن توجهات به نواحی کلان‌شهری است. به این سبب شناخت و فهم مناسبات سازمانی و نظام دیوان‌سالارانۀ جاری در نواحی مختلف کشور اهمیت دارد. پژوهش حاضر به مطالعۀ وضعیت نظم سازمانی و اداری آموزش و پرورش در بندر جاسک به‌عنوان نمونه‌ای از مناطق پیرامونی و شهرهای کم‌جمعیت می‌پردازد تا ویژگی‌های مناسبات دیوان‌سالارانه را در این منطقه نشان دهد.روش گردآوری داده‌ها مشاهدۀ مشارکتی و سپس تکمیل داده‌ها با چند مصاحبۀ عمیق با مدیران و ذی‌نفعان محلی، و شیوۀ تحلیل استفاده از نوع آرمانی دیوان‌سالاری وبر است.یافته‌ها نشان می‌دهد در ادارۀ مورد مطالعه، به‌واسطۀ ادراک آن به‌عنوان منطقه‌ای محروم،‌ پذیرشی توام با ضعف نسبت به ادارات یا افراد منتسب به مرکز وجود دارد. همچنین دیوان‌سالاری مملو از روابط شخصی و تحت تاثیر شدید روابط گروهی و محلی است. چنین وضعیتی، هم تاثیر منفی روی قاعده‌مندی‌های مورد انتظار در دیوان‌سالاری دارد و هم در مواردی مثل دریافت بودجه و کمک‌های بین‌سازمانی براساس توان شخصی مدیران می‌تواند مثبت تلقی شود. در همۀ این موارد، نقش‌آفرینی گروه‌های خیریه‌ای و جهادی قابل‌توجه است.به‌لحاظ جایگاه اجتماعی مشاغل دولتی و اداری، یافته‌ها حاکی از آن است که با افزایش اختلاف درآمدی بین مشاغل دولتی و برخی مشاغل آزاد در منطقه، از مطلوبیت کارمندی کاسته شده است.

a sociological study of bureaucratic relations in peripheral cities of iran; the case of education administration of jask port

the path of development and progress requires attention to the peripheral areas and not limiting attention to metropolitan areas. for this reason, it is important to know and comprehend the current organizational relations and bureaucratic system in different regions of iran. in order to illustrate the characteristics of bureaucratic relations in this region, the current research studies the state of the organizational and administrative order of education in the port of jask, which serves as an example of peripheral areas and sparsely populated cities.interviewing and participatory observation with local managers and stakeholders are the methods of data acquisition employed in this research.the analysis method is the ideal type of weber’s bureaucracy. the findings indicate that the department under investigation is perceived as a deprived area, which results in a combination of acceptance and vulnerability toward the departments or individuals designated to the center. bureaucracy is also heavily influenced by group and local relationships and is replete with personal relationships. this situation is both detrimental to the anticipated regularities of the bureaucracy and permissible in situations where managers’ personal power is utilized to secure budgets and inter-organizational assistance. charitable and jihadi organizations play a substantial role in each of these instances.in terms of the social status of public and administrative positions, the results suggest that the desirability of being an employee has decreased as a result of the growing income disparity between public jobs and certain freelance positions in the region.
