بررسی مسائل و مشکلات تعامل سازمان‌های مردم‌نهاد و شهرداری (مطالعۀ موردی: شهر تهران)

فعالیت سازمان‌های مردم‌نهاد (سمن) در حوزه‌های شهری و به‌ویژه در حوزۀ اجتماعی و فرهنگی، با برخی از فعالیت‌های شهرداری هم‌پوشانی دارد و در مواردی، موازی‌کاری‌های موجود ممکن است به‌عنوان نکته‌ای منفی قلمداد شود؛ درحالی‌که با ایجاد تعامل و هم‌افزایی بین شهرداری و سازمان‌های مردم‌نهاد می‌توان از آن‌ها انتظار عملکرد بهتری داشت. هدف اصلی مطالعۀ حاضر، شناسایی مسائل و مشکلات موجود در مسیر تعامل متقابل شهرداری تهران با سازمان‌های مردم‌نهاد و ارائۀ را‌هکارها و پیشنهادهایی به‌منظور بهبود تعاملات موجود است. مطالعه با استفاده از رویکرد کیفی، اجرا شده و برای گردآوری اطلاعات، از مصاحبۀ نیمه‌ساختاریافته با چهارده سازمان مردم‌نهاد فعال در سطح شهر تهران و افراد مطلع در سازمان‌های مرتبط (شهرداری تهران، وزارت کشور و ستاد توان‌افزایی) استفاده ‌شد. همچنین برای توصیف و تحلیل یافته‌ها، از تحلیل مضمون و الگوی سه‌گانۀ براون و کلارک بهره گرفتیم. براساس یافته‌های مطالعه، مهم‌ترین مشکلات موجود در تعامل بین سازمان‌های مردم‌نهاد و سازمان‌های دولتی نظیر شهرداری عبارت‌اند از: 1. وجود بوروکراسی پیچیدۀ اداری؛ 2. تعدد متولیان در امر سمن‌ها و موازی‌کاری سازمان‌های حاکمیتی؛ 3. عدم درک جایگاه و نبود شناخت از توانایی و قدرت سمن‌ها؛ 4. عدم نظارت و ارزیابی بر عملکرد سمن‌ها؛ 5. نگاه سلیقه‌ای برخی از مدیران در برخورد با سمن‌ها؛ 6. بی‌اعتمادی؛ 7. عدم مسئولیت‌پذیری هردو سازمان در مقابل تعهدات خود؛ 8. ضعف در وضع و اجرای قوانین و مقررات؛ 9. نبود دانش و تخصص کافی در مدیریت سمن‌ها؛ 10. ضعف در کار گروهی؛ 11. عدم شفاف‌سازی سمن‌ها در فعالیت‌های خود؛ 12. ضعف در هماهنگی درون‌سازمانی شهرداری (شهرداری مناطق و سازمان‌های تابعه) و برون‌سازمانی (سازمان‌ها و نهادهای دولتی با یکدیگر)؛ 13. عدم برخورداری سمن‌ها از قدرت حقوقی.

Study of the Interaction between NGOs and Municipalities in Tehran

In urban areas, there are some overlaps between the activities of municipalities and NGOs, especially in the social and cultural fields, and in some cases, the existing parallel functions can be considered as a negative point. Nevertheless, creating synergy and improving the interaction between the municipalities and NGOs will lead to their effectiveness and performance improvement. The aim of this study was to identify the issues and problems of interaction between Tehran Municipality and NGOs and provide appropriate solutions and suggestions to improve the existing interaction. In order to collect data, this qualitative study conducted semistructured interviews with 14 active NGOs in Tehran and 6 wellinformed officials in related organizations, namely Tehran Municipality, Ministry of Interior, and Synergy Committee. The findings were described and analyzed using Braun and Clarke’s sixphase model for thematic analysis. The results show that the main problems related to the interaction between NGOs and public organizations such as the municipality are as follows: complex bureaucratic administrative procedures, a multiplicity of administrators and overlapping functions of public organizations, lack of understanding of NGOs and their position and potential, lack of monitoring and evaluation of NGOs’ performance, arbitrary positions of officials toward NGOs, mistrust, mutual irresponsibility regarding their obligations, weaknesses in legislation and regulation, knowledge and competence deficits of NGOs, weaknesses in group work, lack of transparency of NGOs, weaknesses in intraorganizational coordination of city administration, i.e., regional municipalities and affiliated organizations, and interorganizational coordination, i.e., public organizations and institutions, and disempowerment of NGOs by law
