تحلیلی بر تاثیر ساختار درآمدی شهرداری‌ها در توسعه‌ی شهری درکلان‌شهر اصفهان

هدف از پژوهش حاضر بررسی تاثیرات ساختار درآمدی شهرداری‌های مناطق شهری اصفهان بر میزان توسعه‌ی شهری و ارائه‌ی راهکارهای اجرایی برای رسیدن به وضعیت مطلوب می‌باشد. روش پژوهش از نظر هدف کاربردی و از نظر ماهیت توصیفی – تحلیلی است که برای جمع‌آوری داده‌ها و اطلاعات از روش اسنادی و تحقیقات میدانی (پرسشنامه) استفاده شده است. همچنین به‌منظور تجزیه و تحلیل داده‌ها در راستای اولویت‌بندی شهرداری‌های مناطق اصفهان از منظر درآمدی و توسعه‌ی شهری از مدل vikor و anp و برای ترسیم نقشه‌ها از نرم‌افزار gis استفاده شده است. جامعه‌ی آماری پژوهش نیز شهروندان بالای 15سال شهر اصفهان بوده که 450 نفر به‌صورت روش تصادفی ساده مورد پرسشگری قرار گرفته‌اند. نتایج تحقیق نشان می‌دهد که درآمد کل شهرداری‌های اصفهان در وضعیت مطلوبی قرار دارد، ولی از نظر درآمدهای پایدار تنها شهرداری‌های مناطق 10 و 14 دارای وضعیت مطلوب و شهرداری منطقه 7 دارای وضعیت متوسط می‌باشند. همچنین نتایج حاکی از آن است که درآمد کل شهرداری، درآمد پایدار شهرداری و همچنین توسعه‌یافتگی تنها در دو منطقه‌ی 4 و 7 رابطه‌ی مستقیمی با هم دارند. همچنین در مناطق 1، 3، 6، 8، 12 و 14 بین درآمد کل شهرداری و توسعه‌یافتگی و در مناطق 2، 9، 11 و 15 بین درآمد پایدار شهرداری و توسعه‌یافتگی رابطه‌ی مستقیمی وجود دارد. با این تفاسیر می‌توان عنوان کرد که درآمد کل شهرداری عاملی برای توسعه‌یافتگی مناطق شهرداری محسوب می‌گردد، درحالی که درآمد پایدار لزوماً چنین تاثیری را نشان نمی‌دهد.

Analysis on the Impact of Municipal Revenue Structure on Urban Development in Isfahan Metropolis

The purpose of the present study was to investigate the impacts of the income structure of Isfahan urban municipalities on the extent of urban development and the presentation of executive solutions to achieve the desired situation. The research method is applied in terms of purpose and descriptiveanalytical in natures that were used documentation and field research (questionnaire) to collect data and information. Also, were used VIKOR and ANP models for data analysis in order to prioritize Isfahan municipalities from the perspective of income and urban development and was used GIS software to draw maps. The statistical population of the study was citizens over 15 years old in Isfahan city and 450 people were surveyed by simple random method. The results show that the total income of Isfahan municipalities is in desirable condition, but in terms of sustainable incomes only municipalities of 10 and 14 Zones are in desirable status and 7 is Zone in moderate condition. The results also show that the municipality's total revenue, sustainable municipal revenue, as well as development are only directly correlated in 4 and 7 Zones. There is also a direct relationship between total municipal revenue and development in 1, 3, 6, 8, 12 and 14 zones and between sustainable municipal revenue and development in 2, 9, 11 and 15 zones. These interpretations suggest that the municipality's total revenue is a factor in the development of municipal areas, while stable income does not necessarily show such an effect.
