بازسازی و توسعۀ محلی پس از سوانح: برخی چالش‌ها در مناطق زلزله زدۀ استان کرمانشاه

در این مقاله، برخی چالش های مهم بازسازی مناطق زلزله زدۀ استان کرمانشاه تحلیل می شود. تاکید مقاله بر مستندسازی دیدگاه های ساکنان مناطق زلزله زده و مسئوالن بازسازی است. صرفِ نظر از بررسی گزارش های نهادهای فعال در منطقه و آمارهای مربوط به بازسازی، فعالیت های میدانی شامل مشاهده های مستمر، مصاحبه های نیمه ساختاریافته و بحث های متمرکز با گروه های مختلف جمعیتی در دو شهرستان سرپل ذهاب و ثالث باباجانی (چند محلۀ شهری و 14 روستا) در چند مقطع زمانی و مراحل گوناگون فرایند بازسازی (از اسفند 1969 تا فروردین 1962) انجام شده است. یافته ها حاکی از بروز شماری از چالش ها به دلیل عدم درس آموزی از گذشته و نداشتن برنامۀ مشخص برای بازسازی است. برخی از مهم ترین آن ها عبارتنداز: ساختار ناکارآمد ارتباط میان مسئوالن و ساکنان و آگاهی ناقص به رهبران از فرایند بازسازی و دریافت تسهیالت، مشارکت ناکافی ساکنان، فقدان سازوکار مشخص برای مدیریت و توزیع کمک های مردمی و شکل گیری فرهنگ توقع و انتظار در کنار کم توجهی به بازسازی روانی و توانمندسازی اجتماعی و اقتصادی. بالا رفتن اجاره بهای مسکن، افزایش هزینه های ساخت وساز و عدم کفاف وام های بازسازی مسکن، خلف وعدۀ برخی از پیمانکاران، دسترسی ناکافی به مهندسان ناظر و نیز تداوم کانکس نشینی و عدم تمایل به بازگشت به خانه از دیگر مشکلات بازسازی هستند. از اینرو، باوجود تلاش ها و صرف هزینه های زیاد از سوی نهادهای بخش عمومی، نارضایتی ها در میان بهره بران دیده می شود

Postdisaster Reconstruction and Local Development: Some Challenges in EarthquakeStricken Areas of Iran’s Kermanshah Province

This article analyzes some of the challenges of postdisaster reconstruction in the earthquakestricken areas of Iran’s Kermanshah province. Its focus is on capturing the views of the affected populations as well as the authorities in charge of the reconstruction activities. Notwithstanding a review of the available reports, documents, and secondary data, the study leverages the results of field research carried out between February 2018 and March 2019. The activities included field observations, interviews, and focus group discussions in the selected urban districts and fourteen villages of Sarpole Zahab and Solase Babajani counties. Findings reveal the existence of a number of shortcomings with regard to coordination and planning informed by previous earthquake experiences. Some of the major issues include deficient communication between the authorities and the beneficiaries, insufficient community participation, lack of an equitable system to manage private donations, and rising beneficiary expectations alongside inadequate attention given to the needs for social, psychological, and economic empowerment. Additional challenges are associated with growing costs of home reconstruction, construction delays, inadequate supervision over the construction activities, rising rental costs, and reluctance to abandon temporary shelters.
