تحلیل شکل‌گیری و گسترش حق رای در ایران در قرن بیستم

دو هدف اصلی مقاله عبارتند از: تحلیل شکل گیری حق رای در ایران و تحلیل گسترش حق رای در ایران در قرن بیستم. در این مقاله، نظریه‌های شکل‌گیری و گسترش حق رای در شش گروه (روشنگری، رقابت حزبی، خواست طبقۀ متوسط، بازتوزیعی، نظم اجتماعی و اقتصاد سیاسی) طبقه بندی شده است. مبتنی بر این نظریه ها، نشان داده شده است که در بازۀ زمانی اولیه شکل‌گیری انتخابات در ایران، انتخابات صنفی (1285)، کارکرد بازتوزیعی داشته است و در مقابل انتخابات یک درجه 1290 از کارکرد روشنگری برخوردار بوده است. در چارچوب نظریه‌های شش گانه یادشده، همچنین اصلاحات انجام شده در قوانین انتخاباتی کشور و گسترش حق رای در کشور تحلیل و نشان داده است که گسترش حق رای و سطح دسترسی سیاسی در کشور در قرن بیستم، روندی ثابت و خطی نداشته و در طول زمان این سطح دسترسی متغیر بوده است. همچنین نشان داده شده است که در دوره قبل و بعد از انقلاب اسلامی، گسترش حق رای در ایران با رهیافت‌های نظم اجتماعی و بازتوزیعی سازگار بوده است.

evaluation of representative institutions of the islamic republic of iran: analysis of the formation and expansion of the franchise in iran in the 20th century

this paper has two major purposes: analyzing the franchise formation in iran (19061911) and its expansionin the 20th century. all theories of the franchise are categorized into six groups (enlightenment, party competition, the middle class will, redistribution, social order, and political economy). based on these theories, it has been shown that in the early period of the formation of elections in iran, the trade union elections (1285) had a redistributive function and in contrast to the onedegree elections of 1290, had an enlightening function.with attention to mentioned theories, we found that the franchise adjustment in iran in the 20th century does not have a fixed and linear trend and this level of access has varied over time. moreover, it has been shown that both after and before the islamic revolution, franchise expansion in iran is compatible with both social order and redistribution theories.
