امکان ساخت رژیم‌های زیست‌محیطی بین‌المللی بر اساس رویکرد نهادگرایی نولیبرال

رژیم‌های زیست‌محیطی بین‌المللی، معقول‌ترین راه برای حل معضلات محیط‌زیستی هستند. نهادگرایی نولیبرال یکی از رویکردهای مطرح برای ساخت رژیم‌های زیست‌محیطی بین‌المللی است و در این راه بر نقش نهادهای بین‌المللی و همکاری میان آنها در ساخت رژیم‌های زیست‌محیطی تاکید دارد. بر همین اساس مقاله حاضر، این پرسش‌ها را طرح می‌کند: راه‌حل این رویکرد برای ساخت رژیم‌های زیست‌محیطی چیست؟ آیا این رویکرد، قابلیت لازم برای ساخت رژیم‌های زیست‌محیطی را دارد؟ در نهایت اینکه چه انتقادهایی بر آن وارد است؟ از نظر رویکرد نهادگرایی نولیبرال، منفعت مشترک اصل هدایتگر همکاری نهادهای بین‌المللی است. اما این رویکرد علاوه بر منفعت مشترک می‌باید عناصری دیگر همچون هویت و قدرت را هم در نظر بگیرد؛ زیرا در کنار منفعت مشترک، قدرت و هویت مشترک هم می‌توانند محرک همکاری نهادهای بین‌المللی و ساخت رژیم‌های زیست‌محیطی بین‌المللی باشند.

an analysis of the benefit-basic approach of liberal institutional to the international environmental regime

theoretically, there are three approaches to international environmental regimes: an approach of benefitsic liberal institutionalism, the knowledgebased constructivism, and the power of realism. this article tries to analyze the implications of the liberalmindedness nonideological axis approach for international environmental regimes. the findings of this paper show: in an approach to the benefits of liberal institutional, international environmental regimes are built on the basis of two variables of international institutions and environmental interests. institutional cooperation is directed at covering global governance and environmental commonalities based on rational choice. this approach also shows that the cooperation of international bodies for the management of global environmental issues, which have strong rational justifications, not only regulates the international anarchy, but also reduces environmental costs. this article uses the methodology of thematic knowledge.
