سیاست اخلاقی از نظریه تا عمل: درباره امکان تاسیس سیاست اخلاقی با تکیه بر فلسفه «لویناس» و تجربه «مصدّق»

این نوشته درصدد پرتوافکندن بر این پرسش است که سیاست اخلاقی چیست و در اندیشه سیاسی و اخلاقی روزگار ما، چه جایگاهی دارد؟ نوشته بحث کرده است که جدایی بین دوحوزه‌ سیاست و اخلاق که عمدتاً ماکیاوللی آن را مطرح کرده است، هرچند میتواند و باید دستاوردی مثبت برای هر دوحوزه‌ تلقی شود، شکل ساده، کلاسیک و مطلق این جدایی در اندیشه سیاسی و اخلاقی معاصر ما قابل دفاع نیست. به همین دلیل، این مقاله با مبنا قرار دادن آموزه های یکی از مهم ترین فیلسوفان اخلاق، «امانوئل لویناس»، تلاش کرده است تا به تقویت نظریه ای که «سیاست اخلاقی» نام گرفته است، یاری رساند و با تعریف اخلاق به عنوان فلسفه اول و سیاست به عنوان ابزاری برای حمل تعلق اخلاقی تیمارداری، راهی برای پیوند بین اخلاق به مثابه فرجام شناسی صلح و سیاست به عنوان کارگزار عملی آن بیابد. از آنجا که نظریه سیاست اخلاقی در پی مسئله شناسی جدایی مدرن و آمیختگی پیش مدرن سیاست و اخلاق صورت بندی شده است و قرار است واجد کارکردی عملی باشد، نوشته در قسمت دوم خود به منظور فراهم آوردن نمونه ای عینی و عملی از به کار گرفته شدن «سیاست اخلاقی»، به واکاوی اهم جهت‌گیری های سیاسی دکتر «محمد مصدق» در دو حوزه داخلی و خارجی، با محوریت تقدم جنبه اخلاقی نهضت ملی شدن صنعت نفت بر جنبه اقتصادی آن پرداخته است تا نشان دهد که اهداف سیاست اخلاقی در تجربه مصدق قابل پیگیری است و چون چنین است، می‌توان به توسعه چنین سیاستی امیدوار بود و بدان اندیشید. برکشیدن تلقی دکتر محمد مصدّق از «رابطه اخلاق و سیاست» در این نوشته، از خلال نامه ها، خاطرات، نطقها و رساله های او صورت گرفته است؛ تلقیای که پایگاه و منبع عملکردهای سیاسی او بوده است.

Factors and barriers affecting the Rolling of civic Ethical Politics from Theory to Practice: about the Possibility of Establishing a Moral Politics based on the Philosophy of Levinas and the Experience of Mossadegh

This article seeks to shed light on the question of what is moral politics and what is its place in the political and moral thought of our time? The article argues that the separation between the two realms of politics and ethics, which Machiavelli has largely proposed, may and should be considered a positive achievement for both, but the simple, classical, and absolute form of this separation isn’t defensible in our contemporary political and moral thought. For this reason, this article, based on the teachings of one of the most important philosophers of ethics, Emmanuel Levinas, has tried to help strengthen the theory called Ethical politics and by defining ethics as the first philosophy and politics as an instrument to actualize the foundational ethical “Hospitality”, find a way to link ethics as teleology of peace and politics as its practical agent. The second part of the paper extracts and clarifies Mohammad Mossadegh’s notion of “the relationship between ethics and politics”—which serves as the foundation and source of his political activities—from his letters, memoirs, lectures and treatises. A presumption of this paper is that Mossadegh had developed a project within the political sphere which can be deemed as ethical in certain respects. I argue that this project can in turn be interpreted as an indication of the unity between the ethical and political spheres in Mossadegh’s thought.
