تاملی بر عوامل کیفیت موسسات آموزشی دستگاههای اجرائی:نتایج یک پژوهش کیفی در موسسات آموزشی تحت پوشش وازت نیرو

مقدمه و هدف : کارکنان همیشه از مهم ترین عوامل موفقیت و بقای سازمان بوده و هستند و آموزش های اثربخش و مفید می تواند ایشان را برای چالش های محیط پویای سازمان ها آماده سازد؛ بدهی است کیفیت موسسه بر کیفیت آموزش و یادگیری تاثیر مستقیم دارد. در وزارت نیرو موسسات آموزشی زیرمجموعه، مسئول تحقیقات و آموزش های ضمن خدمت برای کارکنان سازمان های زیرمجموعه می باشند و نتایج آموزش هایش بلافاصله در محیط کار نمایان می شود. هدف این تحقیق شناسایی و اعتبار یابی مجموعه عوامل، ملاک، نشانگر و معیارهای قضاوت برای ارزیابی کیفیت خدمات موسسات آموزشی وزارت نیرو است. روش شناسی پژوهش : در این تحقیق از کل مدیران موسسات (هفت نفر) و همچنین دو کارشناس که از هر موسسه به صورت هدفمند (جمعاً چهارده کارشناس) انتخاب شدند، استفاده شده است. به منظور انجام تحقیق، روش دلفی مورداستفاده قرارگرفته است و رویکرد تحقیق، رویکرد سیستمی بوده است. یافته ها : یافته های تحقیق حاکی از آن است که هشت عامل، سیزده ملاک، سی وهشت نشانگر و معیار قضاوت تدوین شده است. این مجموعه تدوین شده می تواند جهت ارزیابی کیفیت خدمات آموزشی موسسات وزارت نیرو مورداستفاده قرار گیرد. بحث و نتیجه گیری: موضوع تحقیق از اهمیت و جایگاه موسسات آموزشی وزارت نیرو است. برای رسیدن به بهبود کیفیت نیاز است که در ابتدا کیفیت موسسه ارزیابی شود تا نقاط ضعف و قوت مشخص شود برای این منظور نیاز است تا معیارهایی برای ارزیابی کیفیت وجود داشته باشد تا ارزیابی هدفمند صورت گیرد.به کمک عامل های شناسایی شده تاثیر گذارمی توانددر جهت بهبود کیفیت موسسات آموزشی قدم برداشت.

reflecting on the quality factors of educational institutes of executive bodies: the results of a qualitative research in all educational institutions covered by the force balance

introduction: employees have always been and are one of the most important factors in the success and survival of the organization, and effective and useful training can prepare them for the challenges of the dynamic environment of organizations; obviously, the quality of the institution has a direct impact on the quality of teaching and learning. in the ministry of energy, subordinate educational institutions are responsible for research and in-service training for employees of subordinate organizations, and the results of their training are immediately visible in the work environment. the purpose of this research is to identify and validate the set of factors, criteria, indicators and judgment criteria to evaluate the quality of services of educational institutions of the ministry of energy.research methodology: in this research, all managers of the institutions (seven people) and also two experts who were selected from each institution in a targeted manner (fourteen experts in total) have been used. in order to conduct the research, the delphi method was used and the research approach was a systemic approach.findings: the findings of the research indicate that eight factors, thirteen criteria, thirty-eight indicators and judgment criteria have been compiled. this compiled collection can be used to evaluate the quality of educational services of ministry of energy institutions.conclusion: the subject of research is the importance and position of educational institutions of the ministry of energy. in order to achieve quality improvement, it is necessary to first evaluate the quality of the institution in order to determine the weak and strong points. for this purpose, there is a need to have criteria for quality evaluation in order to make a targeted evaluation. with the help of identified factors, it affects he could take steps to improve the quality of educational institutions.
