تنظیم‌گری نوآوری‌های مالی در بازارهای سرمایه و ارائۀ مدل مفهومی بکارگیری و حمایت از نوآوری‌های مالی در بازار سرمایۀ ایران

به منظور حمایت و تسهیل به‏کارگیری نوآوری در بازارهای مالی جهت توسعه بازار شفاف، منصفانه وکارا، این پژوهش با هدف انتخاب رویکرد مناسب به دنبال ارائه مدل مفهومی , و مطلوب برای بکارگیری و حمایت از نوآوری‌های مالی در بازار سرمایه ایران است. در همین راستا پس از مطالعه کتابخانه‏‎ای و تطبیقی، روش‌های حمایت و به‏کارگیری نوآوری مالی توسط نهادهای تنظیم‌گر بازار سرمایه، هشت روش شناسایی و رتبه‏بندی گردید و سپس با استفاده از نظرخواهی از خبرگان و تشکیل گروه کانونی، مدل مفهومی حمایت و به‏کارگیری نوآوری در بازار سرمایه ایران ارائه و تایید شد. این مدل در چهار سطح ارائه‏دهنده‏گان نوآوری (اشخاص حقیقی، حقوقی ثبت شده و حقوقی ثبت نشده نزد سازمان بورس و سازمان بورس)، راهبردهای به‏کارگیری و حمایت از ارائه دهندگان (اعطای جایزه، برگزاری نشست‏های معرفی، فراهم کردن امکان فروش، ورود به محیط آزمون و ورود به مرحله اجرای آزمایشی) و در مرحله آخرحمایت‏های عملیاتی (اجرای عملیاتی، اعطای مدت زمان مشخص به منظور اجرای انحصاری، لزوم انعقاد قرارداد با نوآور به منظور استفاده از طرح های نوآورانه، ارائه تخفیف در کارمزد یا مالیات برای ارائه دهندگان نوآوری) ارائه گردیده است.

regulating financial innovation in capital markets and providing a conceptual model to apply and support financial innovations in iran’s capital market

in order to support and facilitate applying innovation in financial markets for the development of a transparent, fair and efficient market, this research aims to provide a conceptual model for the application and support of financial innovations in iran’s capital market. in this regard, after a deep comparative study, eight methods used by regulators to support and apply financial innovation in the capital market were identified and ranked, and then by using the opinion of experts and creating a focus group, the conceptual model of supporting and applying innovation in iran's capital market was presented and approved. this model has four levels consisting of applicants (individuals, registered and non-registered legal entities with the securities and exchange organization (seo) and the securities exchange organization divisions), application approaches (attributing national awards, holding introductory meetings with financial institutions, providing opportunities to sale the innovation, admitting the innovation in regulatory sand box, and trial implementation of the innovation) and licensing as broad operational support (operational running, granting an exclusive implementation period, forcing other applicants to sign a contract with innovators in a specific period of time, providing a discount in fees or taxes) were provided.
