بررسی و تحلیل کاربرد صکوک جهت تامین مالی نظام سلامت ایران: مطالعه موردی ارائه‌کنندگان مراقبت‌های بهداشتی-درمانی

تامین مالی، یکی از چالش های اساسی نظام سلامت محسوب شده و نقشی اساسی در تضمین ارائه اثربخش خدمات نظام سلامت دارد. در چند سال اخیر، اجرای طرح تحول نظام سلامت در ایران و عدم رشد بودجه این بخش متناسب با رشد جمعیت، تورم و نیازهای فزاینده این حوزه، اهمیت برنامه‌ریزی و ارائه الگوهای نوین برای رفع معضلات تامین مالی را دوچندان نموده است. سوال پژوهش حاضر این است که برای نیازهای مختلف تامین مالی صنعت ارائه‌کنندگان مراقبت‌های بهداشتی‌درمانی، کدام ساختار(های) صکوک مناسب‌تر است؟ در این راستا به روش توصیفی تحلیلی پس از احصای انواع نیازهای این صنعت در شش حوزه‌ی ساخت و احداث، تعمیر و بازسازی، تامین مواد اولیه مصرفی، تامین تجهیزات و تاسیسات، تامین خدمات و سرمایه در گردش؛ به بررسی انواع صکوک قابل‌استفاده برای رفع این نیازها پرداخته شده است. در این پژوهش با نظرسنجی از خبرگان نظام سلامت و بازار سرمایه و با استفاده از روش فرآیند تحلیل سلسله مراتبی، اولویت صکوک احصاشده برای هریک از نیازهای شش‌گانه تعیین شده است. نتایج پژوهش نشان می‌دهد در زمینه نیازهای ساخت و احداث، تعمیر و بازسازی، خدمات بهداشتی-درمانی، تامین مواد اولیه مصرفی، تامین تجهیزات و تاسیسات و سرمایه در گردش، به ترتیب صکوک استصناع، منفعت، منفعت، مرابحه، اجاره و خرید دین دارای بالاترین اولویت بوده و جهت تامین مالی به سیاستگذاران و مدیران اجرایی این صنعت پیشنهاد می‌شود.

The question of the present study is which Sukuk structure (s) is more appropriate for the different financing needs of the healthcare providers industry? In this regard, in a descriptive-analytical method, after enumerating the various needs of this industry in six areas of construction, repair and reconstruction, supply of raw materials, supply of equipment and facilities, provision of services and working capital; The types of sukuk that can be used to meet these needs have been examined. In this research, by prioritizing the experts of the health system and the capital market and using the method of hierarchical analysis process, the priority of the calculated sukuk for each of the six needs has been determined. The results of the research show that in the field of construction needs, repair and reconstruction, health services, supply of raw materials, supply of equipment and facilities and working capital, respectively, sukuk istisna, benefit, benefit, murabaha, ijarah and purchase of debt It is the highest priority and is recommended for financing the policy makers and executives of this industry.
