الگوی تدوین آیین رفتار حرفه‌ای موسسات رتبه‌بندی اعتباری در بازار سرمایه ایران

آیین رفتار حرفه‌ای به عنوان یکی از اسناد بالادستی حوزه سلامت رفتاری یک حرفه، نقش بسزایی را در انتظام‌بخشی به رفتار اعضای شاغل در آن حرفه و وظایف آنها در قبال ذی‌نفعان گوناگون علی‌الخصوص جامعه ایفا می‌نماید که بسته به میزان استقلال آن حرفه، تدوین این سند راهبردی ضرورت بیشتری خواهد داشت. از سوی دیگر یکی از نهادهای مهم در حال شکل‌گیری در بازار مالی کشور را می‌توان حرفه‌ی رتبه‌بندی اعتباری دانست که به دلیل نقش آن در جامعه و مسئولیت خطیر اعتبار‌بخشی به اوراق بهادار در بازار پول و سرمایه، تدوین آیین رفتار حرفه‌ای را می‌توان از ضروریات آن حرفه برشمرد.پژوهش حاضر اقدام به تدوین الگوی تدوین آیین رفتار حرفه‌ای موسسات رتبه‌بندی نموده و سپس الگوی استخراج شده را به منظور انطباق آن با شرایط محیطی کشور در معرض نظرخواهی از خبرگان در قالب روش پیمایش دلفی قرار داده و بر همین اساس الگوی نهایی آیین رفتار حرفه‌ای موسسات رتبه‌بندی اعتباری در کشور را در قالب دو بُعد و پنج مولفه و هفتاد و پنج شاخص ارائه نموده است، لازم به ذکر است روش پیمایش دلفی به منظور حذف سوگیری‌های کلامی به صورت فازی مورد استفاده قرار گرفته است.الگوی تدوین شده می‌تواند توسط نهاد ناظر بازار سرمایه به منظور تدوین آیین رفتار حرفه‌ای مصوب موسسات رتبه‌بندی اعتباری در کشور مورد استفاده قرار گرفته و با رعایت مفاد آن توسط اعضای موسسات رتبه‌بندی اعتباری شاغل در کشور، گام مهمی در خصوص ارتقای سلامت رفتاری و تضمین استقلال حرفه‌ای این موسسات در کشور برداشته شود.

A Pattern for code of Ethics of credit Rating agency in Iran’s Capital Market

The model can be used by the capital market to formulate a code of professional conduct approved by credit rating agencies in the country and, with the observance of its provisions by the members of credit rating agencies operating in the country, is an important step in Particularly promoting behavioral health and ensuring the professional independence of these institutions.
