‌آسیب‌شناسی تولید و فرهنگ اقتصادی مولد در برنامه‌های توسعه در راستای تدوین برنامه هفتم توسعه

ایران به‌رغم سابقه طولانی در برنامه‌ریزی، همچنان با مسائل و مشکلات اقتصادی و اجتماعی بسیاری روبرو است. تولید به‌عنوان مهمترین رکن توسعه صنعتی دچار معضلات بسیاری است. سوال اصلی این است که مشکلات و معایب برنامه‌‌‌های توسعه در حوزه‌های اقتصادی و فرهنگی، جهت حمایت از تولید، فعالیت‌های مولد و توسعه صنعتی چیست؟ برای پاسخ از روش تحلیلی‌‌ توصیفی در چارچوب مبانی نظری رویکرد اقتصاد نهادگرا استفاده شده ‌است. با وجود قوانین حمایت از تولید در برنامه‌های توسعه و تاکید بر حمایت‌های مالی، اما همچنان بخش تولید با مشکلات بسیار مواجه است. نتایج حاکی از آن است که فقدان راهبرد توسعه صنعتی مشخص، عدم توجه به فرهنگ اقتصادی ضد تولید، عدم شناسایی فعالیت‌های مولد، جذابیت سرمایه‌گذاری در فعالیت‌های نامولد، فقدان سیاست‌های مالیاتی مناسب، عدم دسترسی به کلیه حساب‌های بانکی، عدم شفافیت، فضای بی‌ثبات اقتصاد کلان و ناامنی حقوق مالکیت از مهمترین مشکلات تولید است و موجب شده حمایت‌های مالی به رانت‌های نامولد و افزایش رانت‌جویی منجر شود. یکی دیگر از مسائل مهم اما مغفول در برنامه‌ریزی توسعه، فقدان راهبرد برای تحول فرهنگ اقتصادی و خلقیات جامعه در مسیر تولید و توسعه صنعتی و افزایش‌اعتماد عمومی و سرمایه‌های اجتماعی ‌است.

pathology of production and productive economic culture in development plans: a case study of seventh development plan

despite a long history of planning, iran still faces many economic and social problems. for instance, production as the most important pillar of industrial development encounters with enormous challenges. the main question is what are the problems and disadvantages of development programs in the economic and cultural fields, to support production and productive activities and industrial development? to respond, the analytical-descriptive method and content analysis in the framework of theoretical foundations of the institutionalist economics approach have been used. a review of development programs shows that most of the production protection laws in development programs deal with financial ones, but the production sector still faces problems despite financial support. the results indicate that the lack of clear industrial development strategy, the lack of attention to anti-production economic culture, the lack of identification of productive activities, attractiveness of investing in unproductive activities, the lack of appropriate tax policies, the lack of access to all bank accounts and transparency, unstable macroeconomic environment and insecurity of property rights are the most important problems of production and have caused financial protections to lead to unproductive rants and increased rant seeking. another important but neglected issue in development planning is the lack of strategy for the transformation of economic culture and the mood of society on the path of industrial production and development. neglecting this important issue has increased distrust and reduced social capital and anti-production culture.
