مختصات خط‌ مشی بودجه‌ای مناسب برای توسعه زیست‌فناوری در کشور

بودجه به‌عنوان یکی از مهم‌ترین ابزارهای نظام خط ‌مشی‌گذاری و خون حیاتی دولت، تاثیر بسیار زیادی در جهت‌دهی به اقدامات آتی کشور خواهد داشت. بودجه می‌تواند محرک اقتصاد دانش‌بنیان و عامل رشد و توسعهٔ زیست‌فناوری، به‌عنوان یکی از نوآوری‌های برتر قرن حاضر باشد. در مقالهٔ حاضر، یافتن مختصات و ویژگی‌های خط‌مشی بودجه‌ای مناسب برای توسعهٔ زیست‌فناوری در کشور مورد بررسی قرار گرفته است. این مقاله در ﭼﺎرﭼﻮب روﻳﻜﺮد ترکیبی و ﺑﺎ اﺳﺘﻔﺎده از روش‌تحلیل ﺗﻢ ﺻﻮرت ﮔﺮﻓﺘﻪ و ﺑﺮای تعیین ویژگی‌ها، با خبرگان خط‌مشی‌گذاری، بودجه‌ریزی و زیست‌فناوری مصاحبه شده است.  در نهایت مولفه‌های خط‌مشی بودجه‌ای در قالب 16 مقولهٔ اصلی استخراج شد که عبارت‌اند از: تقسیم‌کار ملی، اصلاح ساختار نهادی، تقویت ستاد توسعه زیست‌فناوری، اصلاح قوانین و مقررات، اصلاح قانون حمایت از شرکت‌های دانش‌بنیان، ایجاد ثبات و پایداری در قوانین، اصلاح ساختار بودجهٔ کشور، تقویت نقش اهرمی بودجه، اصلاح روش‌های بودجه‌ریزی، بودجه‌ریزی عملیاتی، اصلاح بودجهٔ پژوهشی کشور، اصلاح مدل‌های تامین مالی، اصلاح مرحله دستورگذاری، زیرساخت فناوری اطلاعات، رعایت اصول بودجه، نظارت بر هزینه‌کرد اعتبارات.

Coordinates of an appropriate budget policy for the development of Biotechnology in the country

The budget or financial plan, as one of the most important tools of the policymaking system and a vital lifeline of the government, has greater impact on directing the future course of a country. It can stimulate the knowledgebased economy and cause the growth and development of the biotechnology sector as one of the top innovations of the present century. The present study is an attempt to investigate and find the coordinates and features of an appropriate budget policy for developing biotechnology in the country.  With a combined approach framework, this article uses an analytical method and determines the proposed features through interviews with policymaking, budgeting, and biotechnological experts.  Utmost, the components of an appropriate budget policy were extracted in 16 main categories: national division of labor, institutional structural reform, strengthening the biotechnology development center, reforming laws and regulations, reforming the law to protect knowledgebased companies, establishing stability and consistency in laws, reforming the country’s budget structure, strengthening the pyramidal role of budget, reforming budgeting methods, operational budgeting,  reforming the country’s research budget, reforming financial safeguard models, reforming commanding phases, information technology infrastructure, adherence to budget principles, and monitoring of credits spending.
