تبیین و ارائه الگوی بازآفرینی شهری فرهنگ‌محور با تاکید بر رویکرد نهادی

تغییر ماهیت توسعه اقتصادی در این قرن، سبب شده است که در بطن اقتصاد فراصنعتی، فعالیت‌های فرهنگی که در گذشته فرض می‌شد دارای اثرات جانبی بر بالندگی اقتصادی هستند، به‌تدریج نقش پررنگی در ادبیات برنامه‌ریزی شهری و بازآفرینی ایفا کرده‌اند؛ به‌گونه‌ای که بازآفرینی بر مبنای فرهنگ، به یکی از رایج‌ترین رویکردهای بازآفرینی در بسیاری از شهرهای دنیا تبدیل شده است. این درحالی است که با گذشت چند دهه از تجربه بازآفرینی در شهر‌های ایران، رویکرد بازآفرینی هنوز عمدتاً بر مبنای مرمت و بازسازی کالبدی مناطق فرسوده قرار دارد و با وجود منابع غنی فرهنگی، بهره‌برداری از این منابع به‌عنوان نیروی محرک بازآفرینی، کمتر مورد توجه برنامه‌ریزان و سیاست‌گذاران شهری قرار گرفته است. اما به‌واقع فرهنگ دارای چه نقشی در بازآفرینی شهری است؟ بازآفرینی فرهنگ‌محور چیست و چه ویژگی‌هایی دارد؟ مدل‌ها و شاخص‌های تحقق‌پذیری آن کدامند؟ چه چالش‌هایی پیش روی این نوع بازآفرینی قرار دارد؟ جایگاه رویکرد نهادی در این نوع بازآفرینی چیست؟ این مقاله که از حیث هدف، از نوع بنیادین و برحسب رویکرد توصیفی و مبتنی‌بر مطالعه داده‌‌های پایه است، در پی آن است که با پاسخ‌گویی به پرسش‌های یادشده به تبیین و بسط ادبیات نظری رویکرد بازآفرینی فرهنگ‌محور بپردازد؛ شاید در تحقق‌پذیری تجربه‌های موفق این رویکرد در شهرهای ایران، رهگشا باشد. در جمع‌بندی مباحث، می‌توان این رویکرد را رویکردی امروزی و یکپارچه‌نگر دانست که با تکیه بر منابعی مانند تاریخ، فضاها، و نیروهای نوآور، اقدام به توسعه و بازآفرینی شهرها می‌کند.

Explanation and presentation of a model of cultureled regeneration with emphasis on an institutional approach

With the changes in the nature of economic development in the postindustrial economy in this century, cultural activities, which in the past were thought to have adverse effects on economic development, have come to play an important role in the discourse of urban planning and regeneration. Therefore, cultureled regeneration has become one of the most prevalent regeneration approaches in many cities around the world. However, after decades of experience of regeneration in Iranian cities, regeneration approaches are still largely based on the repair and physical reconstruction of old areas, and in spite of the rich cultural resources of Iranian cities, there is no comprehensive planning for the exploitation of these potential sources as the driving force for regeneration. However, what is the role of culture in urban regeneration? What is cultureled regeneration and what are its characteristics? What are the models and factors of its implementation? And what challenges does such regeneration face? In terms of objectives, this paper presents fundamental research and has employed descriptive methodology based on contextual data. The purpose of this research is to develop the theoretical literature of cultureled regeneration by providing answers to these questions in the hope of promoting successful experiences of regeneration in Iranian cities. In summing up the discussion, we introduce this approach as an integrated and holistic approach relying on the resources of history, spaces and creative forces.
