گفتمان هویتی از منظر سازه انگاری در گفتگوهای هسته ای ایران و نظام بین‌الملل

در حال حاضر چندین عامل، تعارض بین جمهوری اسلامی ایران و نظام بین‌الملل را شکل می‌دهند. در این بین، مهم‌ترین عامل موثر در تعارض‌های بین این دو، فعالیت هسته ای ایران است. از آنجایی که وجود برنامه هسته ای ایران، تمام سطوح اقتصادی، سیاسی، اجتماعی و فرهنگی جامعه ایران را تحت‌الشعاع قرار داده است، پرداختن به این موضوع و انتخاب آن قابل توجه است. در این مقاله، هدف ارائه یک راه حل بین الاذهانی است که تعارض موجود بین ایران و نظام بین‌الملل را به تعامل تبدیل نماید. مولفین سعی نموده تا بر پایه تئوری سازه انگاری به ویژه مفهوم هویت، عنصر سازنده منافع و شکل دهنده به روابط کشورها و با یک نگاه ارزشی هنجاری، موضوع را مورد بحث و تحلیل قرار دهند. عدم موفقیت گفتگوهای هسته ای ایران و نظام بین‌الملل نتیجه تاثیر تعداد زیادی متغیر است، لکن درک متغیر اساسی عدم موفقیت را می‌توان ذهنیت از پیش شکل گرفته «خود» از «دیگری» و هویت غیر سیال دانست که اقدام در جهت حل این معضل در هر نشست را با چالش مواجه کرده است. با ارائه یک بیان جامع از ارزش‌ها و هنجارهای ناظر بر فعالیت هسته ای جمهوری اسلامی ایران می‌توان، تعارض را به تعامل تبدیل نمود.

Identity Discourse from the View of Constructivism in Nuclear Talks between Iran and the International System

AbstractAmong several causes of the conflict between Iran and the international order, the most important factor is Iran's nuclear activities. Since Iran's nuclear program has affected all the economic, political, social and cultural realms of the society to address this issue is considered to be a remarkable effort.In this paper, we try to present a solution to the conflict between Iran and the U.S. to provide for an intersubjective understanding so that the present conflict between Iran and the international order would be transformed into interaction. This article draws on a constructivist approach with an emphasis on identity as the constitutive element of relations among countries especially from the view point of values and norms.Although the failure of nuclear talks between Iran and the international institutions is influenced by several variables, it is the “self” perception of the “other” as well as a rigid and inflexible identity that renders any session to solve the dilemma into failure. In fact, through a comprehensive statement of the values and norms governing the nuclear program of the Islamic Republic of Iran, it is expected that the present conflict situation may convert into interaction.  Key words: Iran's nuclear activities, Conflict, Interaction, Identity, Norm
