خروج ترامپ از برجام و ناکارآمدی شورای امنیت سازمان ملل

برنامه هسته ای ایران، از نظر غرب ظرفیت آن را دارد که منجر به دستیابی به سلاح هسته ای شود. لذا این برنامه، همراه با غرب ستیزی جمهوری اسلامی ، برای غرب و به ویژه آمریکا یک تهدید امنیتی تلقی می شود.غرب برای محدود کردن ظرفیت هسته ای ایران دو رویکرد کلی دارد که عبارتند از: راه حل مسالمت آمیز یا اقدامات تنبیهی و برخورد نظامی.باراک اوباما رئیس جمهور آمریکا راه حل نخست ، که منطبق با منشور ملل متحد نیز بود، را پذیرفت. این دیدگاه بر چند جانبه گرایی و نقش سازمان های بین المللی تاکید داشت. مذاکرات میان ایران و شش قدرت جهانی نهایتا به امضای توافق «برنامه جامع اقدام مشترک» یا «برجام» انجامید. براساس این توافق، ایران محدودیت های گسترده بر برنامه هسته ای را پذیرفت و در عوض تحریم های سازمان ملل و همچنین تحریم های یکجانبه ی آمریکا و اروپا لغو شد. چون این توافق مربوط به امنیت بین المللی بود ، عین توافق در شورای امنیت سازمان ملل به تصویب رسید.ترامپ رئیس جمهور بعدی آمریکا برجام را خلاف منافع ملی دانست و به طور یکجانبه از آن خارج شد. سوال این است که شورای امنیت در قبال نقض برجام چه اقدامی انجام داده است ؟. فرضیه این است که نقض برجام توسط آمریکا، جدیترین و روشن ترین نمونه ناکارآمدی شورای امنیت در حفظ یک توافقنامه مربوط به حفظ صلح و امنیت بین المللی است.

Trump’s withdrawal from JCPOA and the inefficiency of UN Security Council

AbstractIran’s nuclear program, in the eyes of the West, has the potential to lead to the acquisition of nuclear weapons. Therefore, this program, along with the antiWesternism of the Islamic Republic, is considered a security threat to the West and especially to the United States.The West has two general approaches to limiting Iran’s nuclear capability: a peaceful solution or punitive measures and military action.US President Barack Obama has accepted a peaceful solution, which is in line with the UN Charter. This view emphasized multilateralism and the role of international organizations. Negotiations between Iran and the six world powers eventually led to the signing of a &Joint Comprehensive Plan of Action & or &JCPOA& agreement. Under the agreement, Iran accepted extensive restrictions of its nuclear program, and instead lifted all UN sanctions, as well as unilateral US and European sanctions. Because the agreement was about international security, the same agreement was passed by the UN Security Council.Trump, the next president of the United States, called &JCPOA& against the national interest and unilaterally withdrew.The question is, what has the Security Council done to violate the UN Security Council? The hypothesis is that the violation of the UN Security Council by the United States is the most serious and clear example of the ineffectiveness of the Security Council in maintaining an agreement on the maintenance of international peace and security.
