ادراکات توسعه گرای دنگ شیائو پینگ و عادی‌سازی سیاست چین در قبال آمریکا

چرایی عادی‌سازی سیاست چین در قبال آمریکا در دهه 1970، پرسشی اصلی پژوهش حاضر است. در پاسخ، نگارندگان این فرضیه را مورد راستی آزمایی قرار می‌دهند که «روی کار آمدن رهبران جدید با ادراکات متفاوت از رهبران نسل پیشین، متغیر اصلی در عادی‌سازی سیاست‌های چین در قبال آمریکا بوده است». چین تحت رهبری مائو تسه دونگ طی دو دهه (1960-1950) علی‌رغم اتخاذ برنامه‌های اقتصادی و فرهنگی متعدد ازجمله «جهش بزرگ به جلو»، «راه رفتن با دو پا» «انقلاب فرهنگی» و غیره و همچنین اتخاذ راهبردهایی در سیاست خارجی نظیر «تکیه به یک‌طرف»، «مبارزه با دو مشت» و «ایده انقلاب جهانی»، نه‌تنها نتوانست کشور پرجمعیت چین را از فقر و انزوا نجات دهد، بلکه بیش ‌از پیش منجر به فقیرتر شدن مردم و درخطر افتادن موجودیت کشور شد. هم‌زمانی این شرایط با کناره گیری و سپس مرگ مائو موجب شد تا جناح عمل گرا به رهبری دنگ شیائو پینگ قدرت را در دست‌ گیرند. رهبری جدید و همفکرانش، ادامه سیاست‌های پیشین را برای مشروعیت حزب و بقای چین، بسیار پرمخاطره تشخیص دادند؛ بنابراین برنامه اصلاحات اقتصادی و لزوم یادگیری و بهره‌گیری از فرصت‌های بین‌المللی که یکی از محورهای آن عادی‌سازی روابط با آمریکا بود، در دستور کار دولت قرار گرفت.

Deng Xiao Ping’s Developmental Perceptions and the Normalization of Chinese Policy toward the US

The main question of the present study is why the normalization of China’s policy towards the US in the 1970s. The coincidence of these conditions with the resignation and subsequent death of Mao led the pragmatic faction led by Deng XiaoPing seize power. The new leadership and its associates found the continuation of previous policies for the Party’s legitimacy and survival of China very risky, so the program of economic reform and the need to learn and exploit international opportunities were placed on the government’s agenda that one of the it’s important aspects were normalizing relations with the United States.
