مناقشه پلورالیسم و نئوپلورالیسم به مثابه چالش نوین نهادهای بین‌المللی در قرن بیست‌ویکم

الگوهای پلورالیستی دموکراسی با ﺗﺄکید بر الگوهای نظارت بیرونی به عنوان یکی از کارآمدترین الگوهایی حکمرانی تا به امروز شناخته شده است. این الگو تا به امروز دچار بحران هایی گشته و همواره راه کارهایی برای برون رفت از آن بحران ارائه شده است. نئوپلورالیسم با ﺗﺄکید بر نظارت های درونی پاسخی برای برون رفت از این بحران بود لیکن به تنهایی قادر به حل این معضل نبود؛ لذا به نظر می‌رسد تلفیق این دو، بهترین راه خروج از بحران موجود است. با توجه به اینکه نهادهای بین المللی نیز بر پایه اصول و قواعد الگوی دموکراتیک بنا نهاده شده، لذا فراز و فرود این مناقشه، نهادها و نظام بین‌المللی را هم ﻣﺘﺄثر از خود ساخته است.به نظر می رسد که کژکارکردی رویکردهای پلورالیستی و نئوپلورالیستی منطبق با الگوی دموکراسی در عصر حاضر، نهادهای بین المللی نظام جهانی را نیز از خود ﻣﺘﺄثر ساخته و به این سبب تحقق دموکراسی در عرصه بین الملل را دچار بحران نموده است.الگوی مطالعاتی این پژوهش بر اساس کاربست روش شناسی نهادگرایی جدید،  سعی بر ارائه مدلی هم پوشان دارد تا با ارائه مدلی تلفیقی راه کار نوینی را پیش روی نهادهای بین‌المللی قرار دهد.

the dispute between pluralism and neopluralism as a new challenge for international institution in the twentyfirst century

The pluralistic patterns of democracy, which emphasizes on external monitoring patterns, have been recognized as one of the most effective patterns of governance to date. This pattern involved some crises up to now and there have always been solutions to them. Neopluralism, with an emphasis on internal monitoring, was the answer to the crisis, but it was not enough to solve this problem. Therefore, it seems that the combination of these two is the best way to solve this crisis. Considering the fact that international institutions are based on the principles of democratic model, ups and downs of this challenge have also affected the international institutions and system. It seems that the dysfunctional pluralistic and neoliberal approaches according to the pattern of democracy in the present age have also affected the international institutions of the world system, which throw the realization of democracy in the international arena in crisis. The study pattern of this research, based on the methodology of new institutionalism, aimed to provide a coherent model to present a new strategy to the international institutions through an integrated model.
