regional and transregional security policy of the islamic republic of iran in the maritime domain

The islamic republic of iran possesses 190,000 square kilometers of maritime territory and over 5,800 kilometers of coastline, with approximately 40% of its borders being maritime. in this context, the enhancement of maritime defense capabilities - including the extension of naval fleets' presence beyond territorial waters into international waters - has emerged as a central component of iran's maritime security strategy. the supreme leader has consistently emphasized the importance of leveraging maritime resources and strengthening the nation's naval forces. this study examines the regional and transregional security policies of the islamic republic of iran in the maritime domain and evaluates the achievements realized in pursuit of maritime-oriented development. the analysis reveals that iran's strategic naval force, comprising both the navy and the islamic revolutionary guard corps navy, plays complementary roles in advancing these policies. key outcomes include the projection of iran's flag in distant waters, the protection of iranian commercial ships and oil tankers to ensure sustainable international maritime security, and the safeguarding of national interests in strategically important waters. additionally, the naval forces demonstrate the capability to operate wherever national interests dictate, while simultaneously conveying messages of peace and friendship and countering narratives of iranophobia. these policies enhance combat readiness, broaden operational reach, and strengthen self-sufficiency in science and technology. despite comprehensive economic and military sanctions, iran maintains a presence in critical waters, gains valuable experience in navigation and international maritime law, collects intelligence on the readiness and deployment of transregional forces, and expands diplomatic engagement. by establishing security for trade and fostering economic activity, these policies ultimately support the country's maritime-oriented development.

سیاست امنیتی منطقه‌ای و فرامنطقه‌ای جمهوری اسلامی ایران در حوزه دریا

موضوع و اهمیت بحث؛ جمهوری اسلامی ایران 190 هزار کیلومترمربع گستره دریایی و بیش از 5800 کیلومتر خطوط ساحلی دارد و حدود 40 درصد از مرزهای آن دریایی است. از ضرورت­های مطرح در حوزه دیپلماسی دفاعی دریایی، آن است که با ارتقای قدرت دفاعی دریایی، حضور ناوگان‌های دریایی کشور به خارج از حوزه سرزمینی و آب‌های آزاد بین‌المللی گسترش پیدا کند. لذا رهبر معظم انقلاب(مدظله العالی) مکررا بر اهمیت استفاده از دریاها و همچنین بر تقویت نیروی دریایی تاکید کردند. مساله پژوهش این است که سیاست امنیتی جمهوری اسلامی در حوزه دریا در سطوح منطقه­ای و فرامنطقه­ای و دستاوردهای آن در راستای توسعه دریامحور کدام است؟نتایج؛ سیاست امنیتی منطقه­ای و فرامنطقه­ای جمهوری اسلامی ایران می­تواند خود را در قالب حضور و تقویت نیروی راهبردی دریایی (متشکل از ندجا و ندسا با  نقش مکمل) نمایان سازد که آثار آن عبارت است از: به اهتزاز درآوردن پرچم مقدس جمهوری اسلامی ایران در آب‌های دوردست، تامین امنیت تردد کشتی‌های تجاری و نفتکش ایران با هدف برقراری امنیت پایدار دریایی بین‌المللی، حفظ و حراست از منافع ایران در آب‌های مورد علاقه و اثبات امکان حضور مقتدرانه نیروی دریایی در جاهایی که منافع جمهوری اسلامی ایران ایجاب کند، انتقال پیام صلح و دوستی به جهانیان و خنثی کردن پروژه ایران‌هراسی، ارتقای توان رزمی و توسعه شعاع عملیاتی یگان‌های شناور نیروی دریایی، ارزیابی سامانه آمادگی و خوداتکایی جمهوری اسلامی ایران در علم و فناوری، حضور در آب‌های مورد علاقه علی‌رغم تحریم‌های همه‌جانبه اقتصادی و نظامی، کسب تجربه­های نوین در ابعاد ناوبری و حقوق بین‌الملل دریایی با عبور از تنگه‌ها و آبراه‌های حساس و پرترافیک بین‌المللی و جمع‌آوری اطلاعات و ارزیابی توان رزمی و وضعیت گسترش استقرار نیروهای فرامنطقه‌ای، گسترش دایره دیپلماسی جمهوری اسلامی و برقراری امنیت برای رونق تجارت در شعاع­های همسایگی و بین­المللی، رشد فعالیت­های اقتصادی و کمک به تحقق توسعه دریامحور.
