نقد ماده 284 واگذاری انشعاب آب و فاضلاب به مجتمع‌ها با استناد به قرآن کریم

با توجه به اهمیت پژوهش در حوزه آموزه های دینی این تحقیق با مراجعه به ادله اربعه؛ آیات، روایات، عقل، بنای عقلاء و قواعد مسلم فقهی نتیجه گرفت که جامعه بشری اعم از ادارات و دستگاه‌های دولتی و اسلامی مجریان ذیربط و افراد با آگاهی به حقوق همدیگرملزم به رعایت قوانین و مقررات بر اساس منابع دینی در جهت حق الناس هستند تا حقوق مردم درهم نیامیزد و حق الناس حفظ شود؛ لذا وقتی قوانین و بخشنامه‌ها از جمله ماده 28-4 واگذاری انشعاب آب و فاضلاب به مجتمع‌ها موجب تضییع حق جامعه بشری و مصرف کنندگان و حتی بیت المال گردد باید سریعا درصدد اصلاح آن برآیند و به نحو احسن به نسل آتیه برسانند.

A Critic on 4 – 28 Article: Rendering Water & Sewage Junction to Complexes based on Holy Quran

Considering the importance of research in the field of religious doctrines, the present research, referring to the four reasons as Verses, traditions, wisdom, wise reasons and Muslims’ rules concludes that human society such as related offices, governmental and Islamic organizations and informed individuals are obliged to respect each other’s rights in accordance with religious rules and regulations in order to protect the rights of the people. Thus if rules and circulars such as 4 – 28 article on rendering water and sewage junction to complexes cause right infringement of human society and consumers, must be reformed immediately and passed on to the next generation in the best way.
