شناسایی و تحلیل پیشران‌های کلیدی موثر بر توسعه جنگل‌داری اجتماعی در جنگل‌های استان گلستان با رویکرد آینده‌پژوهی

با توجه به ناکارآمدی سیستم‌های متعارف و سنتی حفاظت جنگل‌ها، تغییر سیاست‌های دولت‌محور به جامعه‌محور در مدیریت آنها در قالب جنگل‌داری اجتماعی، ضرورت استفاده از تحلیل‌های ساختاری با رویکرد آینده‌پژوهی را دوچندان می‌کند. بر همین اساس پژوهش پیش‌رو با هدف شناسایی و تحلیل پیشران‌های کلیدی موثر بر توسعه جنگل‌داری اجتماعی با رویکرد آینده‌پژوهی در جنگل‌های استان گلستان انجام شد. این پژوهش از نوع آمیخته (کیفی و کمی ) است و از طریق فن پیمایش انجام گردید. کارشناسان و نیروهای حفاظت از جنگل در استان گلستان، جمعیت مورد‌ مطالعه را تشکیل می‌دادند که 50 نفر از آنها به‌عنوان تعداد نمونه به روش قضاوتی هدفمند انتخاب شدند. پس از گردآوری اطلاعات با بهره‌گیری از تکنیک اثرهای متقاطع و با استفاده از نرم‌افزار micmac به تحلیل 20 شاخص مستخرج از روش دلفی پرداخته شد. نتایج حاصل نشان داد، مولفه اجتماعی بیشترین و مولفه اقتصادی کمترین تاثیرگذاری را در توسعه جنگل‌داری اجتماعی جنگل‌های استان گلستان دارد. بر‌اساس نتایج به‌دست‌آمده پنج عامل «تغییر سیاست‌گذاری متمرکز دولت‌محور و تلفیق آن با مدیریت جامعه‌محور» و «بهره‌مندی از حمایت و پشتیبانی اقتصادی و بودجه‌ای دولت» از مولفه سیاست‌گذاری- مدیریتی، «انجام فعالیت‌های تسهیل‌گری و استفاده از مروجان روستایی در جهت انجام مدیریت جامعه‌محور» و «شناسایی پیشروان روستایی و به‌کارگیری آنها در مدیریت جامعه‌محور جنگل» از مولفه اجتماعی و «توانمندسازی جوامع محلی از طریق ایجاد فرصت‌های شغلی جدید و تقویت منابع درآمدی» از مولفه اقتصادی مهمترین پیشران‌های کلیدی در توسعه جنگل‌داری اجتماعی در مدیریت جنگل‌های استان گلستان ارزیابی شد. با توجه به نتایج به‌دست‌آمده، تدوین و تهیه سند چشم‌انداز بلندمدت با در نظر گرفتن سه بعد حفاظت جنگل، جوامع محلی، معیشت و توانمندسازی با رویکرد آینده‌نگری پیشنهاد شد.

identification and analysis of key drivers effective on the development of social forestry in the forests of golestan province with a future research approach

in light of the inefficiency of conventional and traditional forest conservation systems, the shift from government-centered to community-centered policies in forest management through social forestry becomes increasingly essential. accordingly, the necessity for employing structural analyses with a futures-oriented approach is emphasized. based on this premise, the present study aimed to identify and analyze the key drivers influencing the development of social forestry using a futures-oriented approach in the forests of golestan province. this research employed a mixed-method (qualitative and quantitative) design and was conducted through survey technique. the study population consisted of experts and forest protection personnel in golestan province. a total of 50 participants were purposefully selected as the sample. after data collection, 20 indicators derived from the delphi method were analyzed using the micmac software, incorporating cross-impact analysis. the results indicated that the social component has the highest impact, while the economic component has the least impact on the development of social forestry in golestan province’s forests. based on the obtained results, two factors, namely shifting from centralized government-centered policy to integrated community-centered management and benefitting from governmental economic and budgetary support, from the policy-management component, conducting facilitative activities and utilizing village promoters for community-centered management and identifying rural leaders and involving them in community-centered forest management from the social component, and empowering local communities through new job opportunities and strengthening income resources from the economic component, were identified as the most influential key drivers for the development of social forestry in golestan province’s forest management. in light of the findings, the development of a long-term vision document considering the three dimensions of forest protection, local communities, livelihood, and empowerment, with a future-oriented perspective, is recommended.
